- PROJECT DESCRIPTION: Contractor shall completely prepare the project site; furnish labor, equipment, material and supervision the repair of the steam absorption chiller for the VA WNY Health Care System at Canandaigua - as required by specifications and all applicable VA, local, state, and federal codes, rules, regulations, and practices. The CONTRACTOR shall supply all supervision, labor, material, equipment, tools, and incidentals; necessary to repair steam absorption chiller at the Canandaigua VAMC campus in accordance with the drawings, specifications, and scope of work. All work will typically take place between 10pm and 5am,, except work that will adversely affect Hospital operations. Requests to conduct work outside of these hours must be submitted in writing at least fourteen (14) days in advance of the anticipated work to the COTR. If the alternate work schedule is agreed upon, work can proceed. All mobilization and demobilizations services such as setting up a work facility including, but not limited to: a shop, storage area, office, sanitary facilities, services, etc. as required by local and/or state laws and regulations. The mobilization work associated with the facilities mentioned shall be done in a safe and workmanlike manner and shall conform to all pertinent state and local laws and regulations. DEPARTMENT OF VETERANS AFFAIRS MEDICAL CENTERS Canandaigua VA Medical Center STATEMENT OF WORK Building 7/8 Steam Absorption and Cooling Tower Repair 02-22-13 1.Introduction: The recent preventive maintenance inspection of the absorption chiller and cooling tower at the Canandaigua VA Medical Center revealed compromised components throughout this system. In the interest of restoring full functionality and assurance of continual service of this system, it has been determined by the VA that replacement of the cooling tower media and sound attenuators and the absorption chiller variable speed drive. 2.Qualifications of Contractors: Industrial HVAC contractor qualified and equipped to repair and certify Trane 220 ton absorption chilling package. 3.Summary of Work: 1.Remove and dispose of the existing cooling tower media. 2.Install new cooling media in tower, specifications as follows: a.Cooling Tower make and model: Baltimore Aircoil Company model VTI-307-OC, serial number 94100490. Tower is supporting a 220 ton Trane Absorption Chiller model number ABSC0220ALK01AAAD b.Approximate media dimensions are 12'x12'X2', media material should be similar to current material (plastic) 3.Remove and dispose of existing sound attenuators from the cooling tower. 4.Remove and dispose of existing variable. 5.Replace variable speed drive for secondary chill water pump, within the same space which it is currently located, north wall Building XX, specifications as follows: a.Motor specifications: 200 volt three phase, 40.7 amps, 15 hp., 1765 rpm b.Drive make and model: Magnitek GPD503 model DS310, serial number 9405092 (spec 20111E). AC input 200-230V, three phase, 59 AMPS. AC output 0-230V Max, 0-400 Hertz max, 3 phase. Variable torque continuous 54 amps 20 hp. Constant torque continuous 48 amps 15 hp. c.The new variable frequency drive shall be energy efficient, state of the art, capable of interfacing with the existing Trane Steam Absorption Chiller controls and thereby modulating the speed of the secondary chilled water pump to operate efficiently with the Steam Absorption Chiller system, from 25 percent to 100 percent of full rated speed. The new variable frequency drive shall offer a soft start feature, for engaging the pump into service. 4. Scheduling of Work: 1.Contractor must plan all work in advance, with prior approval by the VA for work hours. A written schedule which details all line item repairs included in this scope of work shall be provided 14 days in advance. The VA shall have 5 business days to review the contractor's schedule. 2.During the cooling season, May 15 through October 15, any work in progress which renders the steam absorption chiller out of service, must be finished with consecutive shifts until the unit is placed back in service. 3.It is incumbent upon the successful contractor to anticipate all parts, materials and labor which will be required to complete any phase of work, and have all elements on site prior to starting work. 4.Contractor shall plan on working during those times which minimize the loss of air conditioning within Building 7 and 8. Typically, this will be 10pm through 5am, unless multiple shifts are required and scheduled. This procurement has been set aside 100% to Service-Disabled Veteran Owned Small Business concerns. Offers from other than Service-Disabled Veteran Owned Small Business concerns will NOT be considered and shall be rejected. This solicitation will be awarded to the lowest responsible bidder. Solicitation packages will be available via FedBizOpps.gov on or about July 17, 2013. All questions concerning this project MUST be in writing and NO phone calls will be accepted. The date will be announced on the solicitation. NO OTHER WALK THROUGH WILL BE SCHEDULED.
