Description
Please note the following guidelines for the composition of the Contractor team: Project Manager The individual in the capacity of Project Manager will be an Intermodal Project Engineer responsible for overseeing the conduct of the feasibility study and will provide the necessary leadership and support to insure the successful completion of all the activities according to the specified TOR. The Project Manager will be responsible for directing and managing the day-to-day activities of the feasibility study. The Project Manager will be responsible for establishing the feasibility study's strategies as well as defining the goals and objectives, together with the project sponsor and stakeholders. The individual in this capacity will be responsible for directing and supervising the work according to the specified TOR including kick-off meetings, schedules, meeting coordination, technical report preparation and recommendations, and quality control of all deliverables. The individual in this capacity will have, at a minimum, 20 years of direct experience in the development and implementation of intermodal and logistic corridors and associated intermodal facilities and technologies. Particular experience and substantial knowledge in the planning, engineering, design, and operation of intermodal facilities and related technologies, as well as knowledge and experience in applications and operational procedures to improve port capacity and cargo processing/handling functions through the utilization of intermodal corridors and intermodal facilities. The Project Manager will be responsible for assembling and coordinating the various equipment and systems functional requirements for those systems to be recommended by the feasibility study. The Project Manager will be responsible for reviewing, analyzing, determining the needs, and developing conceptual plans for the development of the intermodal corridor and associated intermodal facilities. Additionally, the Project Manager will have significant expertise in the development of intermodal infrastructure projects and rail transportation as a prime component of intermodal operations. A person in this capacity shall have ample experience in the development of intermodal infrastructure plans as well as expertise in the various equipment and systems required for technological applications of port, rail, and intermodal capacity improvements and operational efficiency. Intermodal Operations Expert The individual in the capacity of Intermodal Operations Expert will be responsible for evaluating existing port and rail operations that are capable of supporting the development of the intermodal corridor project in Chile, determining the needs for upgrading existing port infrastructure, facilities, and technologies, identifying and prioritizing future projects and technologies that the feasibility study may recommend, as well as the development of functional requirements for the recommended intermodal facilities, equipment, and systems. The individual in this capacity will be specifically knowledgeable and experienced in the application of intermodal equipment (mostly containerized cargo handling) and ICT systems for the operation of intermodal corridors and facilities. The individual in this capacity will be primarily responsible for identifying the needs, proposing solutions, developing the intermodal corridor plans, assessing the operational characteristics of the intermodal corridor and its facilities, and developing equipment and systems functional requirements for the proposed intermodal project. An individual in the capacity of Intermodal Operations Expert will oversee all aspects of the required operations and systems integration, including the possibility of integration of existing systems with port and rail operators, future systems with port and rail functions, as well as the requirements and integration capabilities needed for the possible implementation of advance intermodal technologies. The individual proposed as the Intermodal Operations Expert will have, at a minimum, 20 years of direct experience in the area intermodal operations. Rail Transportation Engineer The individual in the capacity of Rail Transportation Engineer will be responsible for evaluating existing rail infrastructure, rail yards, tracks, rail equipment, and facilities for the proposed intermodal corridor. The Rail Transportation Engineer will be responsible for determining the needs for upgrading existing rail infrastructure to support the implementation of the intermodal corridor project as well as identifying and prioritizing future rail equipment and systems (locomotives, cars, ICT, rail crossing systems, signaling systems, train control systems, communications and security systems) that the feasibility study recommends, and will be responsible for the development of functional requirements for the recommended equipment and systems. The individual in this capacity will be primarily responsible for identifying the needs, proposing solutions, and developing all rail infrastructure conceptual plans that will ultimately support the development of the intermodal corridor project in Chile. The individual proposed for the Rail Transportation Engineer position will have at a minimum, 20 years of direct experience in the planning, engineering, design, operation, and development of rail infrastructure projects including knowledge and experience in rail equipment and systems as it pertains to intermodal corridors and intermodal facilities. Logistic Transportation Engineer The individual in the capacity of Logistic Transportation Engineer will be an expert in the field of logistic for port, rail, and intermodal operations and will have a full understanding of logistical methods for the transportation of containerized cargo, containerized cargo processes, regulations, customs, security, cargo control systems, cargo tracking systems and the supply chain concepts for the movement of containerized cargo through ports, rail, intermodal corridors, and intermodal facilities. The Logistic Transportation Engineer will be responsible for evaluating the logistical needs for the intermodal corridor project as well as for the technological needs for the enhancement of containerized cargo processing and handling, as well as assisting the Project Manager in identifying the needs to upgrade, modernize, and identify the future characteristics of intermodal facilities proposed by the feasibility study. The individual in this capacity will be primarily responsible for identifying the needs, proposing solutions, and developing the logistic operational concepts for the intermodal corridor project and intermodal facilities that may be recommended by the feasibility study. The individual serving in the capacity of Logistic Transportation Engineer will have a minimum of 15 years of direct experience in logistic operations (as it relates to port, rail, and intermodal operations), including particular knowledge in the area of advanced technologies and systems used in intermodal enhancement applications. Economic, Financial, Legal, and Environmental Personnel The individuals that work in the economic, financial, legal, and environmental aspects of the study will be responsible for the successful completion of the tasks involving the review, analysis, and recommendations of the economic and financial aspects of the feasibility study, as well as any legal implications and environmental impacts that may result from the implementation of the intermodal corridor project and related technologies. Individuals in the various capacities (economic, financial, legal, and environmental) will have (each in his/her individual area of expertise) a minimum of ten years of experience. Administrative Staff An individual(s) working in the capacity of administrative staff will be responsible for all administrative work in connection with the feasibility study including typing of all reports, correspondence, documentation, preparation of presentations, and all other aspects of administrative services needed to support the members of the U.S. Contractor's team. The individual(s) in this capacity will have experience in secretarial service with a strong background in technical report preparation, graphics, tables, coordination of meetings, schedules, etc.
