Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 13.106, using Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00189-13-T-Z192. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-67 and DFARS Change Notice 20130617. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 541519 and the Small Business Standard is $25M. This is a competitive Simplified Acquisition, restricted to AUTHORIZED Blue Coat Systems vendors/contractors. The Fleet Logistics Center Norfolk, Contracting Office Philadelphia, requests responses from qualified sources capable of providing: Blue Coat Software and Hardware Maintenance renewal. Period of performance is Date of Award through 15 December 2013; Locations are Ft. McNair (Washington D.C.) and Norfolk, VA Joint Forces Staff College (JFSC). Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provision and clauses are applicable to this procurement: 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items [list the clauses that apply]; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items including Clauses that apply from FAR 52.212-5: (b)4, (b)8, (b)23, (b) 26-29, (b)31, (b)37-38 and (b)42. Quoters are reminded to include a completed copy of 52.212-3 and its ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items including: (b)1 and (b)23 This announcement will close at 1600 on 9 July 2013. All responsible sources, that are Authorized Blue Coat resellers/service partners, may submit a quote which shall be considered by the agency. Evaluation factors include: Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price and technically acceptable (MUST BE AUTHORIZED BLUE COAT RESELLERS OR SERVICE PARTNERS that provide items that match those requested in this RFQ) low quotes. ONLY Authorized Resellers of Blue Coat Systems can submit a quote for this requirement. Non-Authorized Resellers quotes will not be accepted. Authorized Resellers of Blue Coat Systems must provide proof that they are an authorized reseller through a certificate or other type of documentation from Blue Coat Systems that indicates they are an Authorized Reseller/Service Provider of Blue Coat Systems. This certificate document MUST be electronically sent with the quote as an attachment. Quote with required Blue Coat Systems reseller/service provider confirmation must be submitted electronically to Mr. Cameron Driver at cameron.driver@navy.mil. All quotes shall include price(s), FOB point, a point of contact, name and phone number, business size, and payment terms. Quotes SHALL BE sent by electronic mail to Mr. Cameron Driver at cameron.driver@navy.mil. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. System for Award Management (SAM): Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at www.Sam.gov. For Brand Name Only procurements over $25k: The proposed contract action is for a brand name only. The brand name is BLUE COAT SYSTEMS and the model numbers of the products are: listed in the attached Request for Quotations document, N00189-T-Z192. In accordance with FAR 5.102(a)(6), the required justification or documentation is attached.
