Description
The U.S. Army Corps of Engineers, ERDC Contracting Office intends to solicit and award on a sole source basis under the authority of FAR 13.106 to EricN.Landis of Orono, ME. Dr. Landis experience spans 20 years, and it includes pioneering work in the development of in situ methods of scanning materials under load in a. He has led the development of 3D image processing tools that isolate material phases, evaluate 3D deformation fields, analyze spatial distribution and alignment of fibers, and quantify fracture surfaces and fragmentation. He has over 50 peer reviewed technical publications on the various aspects of the techniques. Dr. Landis also has experience in conducting XMT research on concretes using facilities that meet the specifications required by this program. These capabilities make Dr. Landis uniquely suited to provide support to the proposed experimental and analytical XMT program. The Contracting Officer has determined that only one source is reasonably available in regards to the statement of work that is to be conducted. This requirement is to provide needed expertise and access to the necessary lab equipment to complete microtomographical study on damage in concrete material. The lack of microtomography laboratory scanning systems with sufficient resolution, X-ray power, and loading capabilities at ERDC along with the great expense of purchasing these systems has led to the need to procure time to conduct experiments on an existing machine. The contract will be for eight optional phases and will be for the total duration of three years. Each optional phase will include a specified amount of time using the X-ray microtomography scanning facility and experimental and analytical support by Eric Landis, PhD, PE. There will be two deliverables on this contract. The first is the number of days that ERDC is given access to the scanning laboratory equipment. Theses will be witnessed in person by the COR and recorded. The second deliverable will be a report from Eric Landis, PhD, PE at the completion of each phase of the contract.
