Description
The U.S. Army Contracting Command, Aberdeen Proving Ground, Natick Contracting Division, has a requirement in support of the US Army Medical Materiel Development Activity (USAMMDA) to procure clinical research and administrative support services to the Hyperbaric Oxygen Research Program in order to implement research with the Henry Jackson Foundation under the authority of FAR Subpart 6.302-1(a)(2)(ii)(A) and (B). The current vendor has previously received the necessary training to successfully execute this specific protocol in addition to meeting all the site specific credentialing requirements. They have also attained other training required in order to work on specific Navy and Army installations under the auspices of the installation hospital. Because of this we would eliminate unacceptable program delays caused by shutting the study down for 2 - 4 months in order for a new vendor to meet all required training requirements. Shutting down the existing study would be detrimental to finishing on-schedule and within budget in addition to creating a delay in answering the critical clinical question involving TBI care for our wounded warriors. The duplication of cost avoided by retaining a qualified and trained vendor is approximately $680K. A four month shutdown of the entire study would cost the Program approximately $3M.
