Description
This is a sources sought notice for eligible Service Disabled Veteran Owned, Veteran Owned, Hubzone, Woman Owned and 8A companies interested in providing the services described below. In order to be considered for any set-aside for this requirement, the company must be prepared to show that they will perform AT LEAST 50% of the cost of the contract performance incurred, with their employees. A/E Firms must be registered in the System for Award Management (SAM) database and the VetBiz database (if appropriate). A/E firms can obtain SAM information on registration and annual confirmation requirements via the internet at http://www.sam.gov. Registration information for VetBiz can be found at www.vetbiz.gov. GENERAL DESIGN SCOPE: The Department of Veteran Affairs, G.V. (Sonny) Montgomery VA Medical Center, requires the services of an Architectural and Engineering contractor for the design of a new Outpatient Services Center at the VA Medical Center, Jackson, MS. A/E shall provide all architectural and engineering services as defined herein for the VA to obtain a complete and fully functional project. A/E firm to provide Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, and all other related information for project to: A.Construct a new 30,000 sq. ft addition adjacent to Building 1 for expansion of outpatient services. New addition shall be three stories, including basement, and shall tie into the existing facility at each level. Design for structural, mechanical, electrical, plumbing, fire protection, telecomm, elevator, and other systems as required shall be appropriate to allow for two additional stories in the future. B.New building shall provide space for both Primary Care and Outpatient Ancillary/Diagnostic Services. The basement level will include new Clinical Laboratory Service space. First floor level will include a Primary Care Clinic area, design to incorporate VA's Patient Aligned Care Teams (PACT) model, as well as space for Prosthetics Service operations. The second floor level will provide space for Rehab Medicine Services. C.The proposed design shall apply appropriate VA Space Planning Criteria, including Ambulatory Care (chapter 262), Pathology and Laboratory Medicine Service (chapter 240), Physical Medicine and Rehabilitation Service (chapter 270), and Prosthetic Service (chapter 308), to the extent practical based on available space and budget. D.The contract documents will include all disciplines associated with the construction of the project, including but not limited to architectural, mechanical, electrical, structural, building commissioning, and/or industrial hygiene. E.Related site work for landscaping and utility work shall be included within the design. F.Design shall include multiple bid options in the construction documents to equal at least 20% of the total construction cost. Base design must be fully functional with or without the options. G.Design to LEED Silver standards with certification under Green Globes. All costs and labor to achieve certification (fees, administration, coordination, etc.) shall be the responsibility of the Architect, under this contract. H.Full commissioning per the VA Whole Building Commissioning Process Manual as applicable to this building is required. All associated costs and labor (Commissioning agent(s), inspections/witnessing, and documentation) shall be the responsibility of the Architect, under this contract. ADDITIONAL REQUIREMENTS: The Selected A/E firm will be required to perform all necessary on-site survey work for this project such as verifying record drawings, and existing site conditions. The selected AE firm shall furnish technical services for schematic design, design development, construction documents and post-construction services. It is expected the following key disciplines, but not limited to, are required for this procurement, architectural, electrical, mechanical, civil, structural, environmental, landscape, interior design, sustainable design and cost engineering. The procurement will be evaluated using the Brooks Act (PL-92-582). The NAICS code for the procurement is 541310, and the size standard is $7 million.
