Description
Defense Advanced Research Projects Agency Request for Information (RFI) on Modeling and Simulation for Contested Environments DARPA-SN-13-41 DESCRIPTION The Defense Advanced Research Projects Agency (DARPA) Strategic Technology Office (STO) is requesting information on modeling and simulation (M&S) capabilities for the following classes of systems: battle management/command and control (BMC2); communications and networking; intelligence, surveillance and reconnaissance (ISR); electronic warfare (EW); and position, navigation and timing (PNT). DARPA/STO is interested in assessing the technical capabilities of such systems, and the relationship of these capabilities to measures of mission effectiveness and to cost leverage (cost to acquire vs. cost to counter). This interest spans across a range of platform types and environments: · submarines, ships, and aircraft, · contested environments, including physical attack on platforms and jamming and deception attacks against the systems on these platforms, To conduct such assessments in a cost-effective manner and to maximize the credibility of the results obtained to our service transition partners, we are primarily interested in existing analytical capabilities and not the development of new capabilities. Specifically, answers are sought to the following questions: 1. What capabilities and limitations exist to model/simulate one or more of the system classes identified above? How are the technical capabilities of these systems related to mission effectiveness and to cost leverage? How is the effect of contested environments incorporated? 2. What scenarios, threat and blue system models, and CONOPS are utilized in these models and simulations and to what extent are they validated? 3. What capabilities and limitations exist to create rich networks of heterogeneous systems in order to explore alternative system-of-system architectures? 4. What metrics are being used to assess the effectiveness of the technologies/architectures? This should be discussed over the range of single technologies up to a networked architecture. 5. What security levels are required/possible for exercising these models and simulations? 6. Are the models and simulation government-owned or proprietary? DARPA/STO intends to use the results of this RFI to structure an M&S strategy to support the goals and objectives of the office. SUBMISSION INSTRUCTIONS AND FORMAT Submissions should be emailed as an attachment in a commonly used format to DARPA-SN-13-41@darpa.mil no later than 26 July, 2013. DARPA/STO is interested in all responses. Submissions should adhere to the following format: Section 1: Cover Page to include individual’s name, business address, organization affiliation, and email address (One Page) Section 2: Answers to the questions listed above. Do not include classified information in this response. Additionally, respondents are requested to include a list of any M&S contracts that they have that may be available for DARPA use. Include the contract number, government technical and contracting point of contact. Respondents who need to submit classified information in order to adequately address the six questions should contact Jacqueline.Garrett.ctr@darpa.mil for instructions. In accordance with the Federal Acquisition Regulation (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. DARPA will not provide reimbursement for costs incurred in responding to this RFI or reimbursement for travel. Respondents are advised that DARPA is under no obligation to acknowledge receipt of any information received or provide feedback to respondents with respect to any information submitted under this RFI. Response to this RFI is strictly voluntary and is not required to propose to any subsequent solicitations related to this RFI, if any. Responses will not be attributed. Submissions will be reviewed by DARPA and DARPA support contractors. All personnel with access to the submissions will be covered by a legally-binding nondisclosure agreement.
