Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the Army Contracting Command - Aberdeen Proving Ground, CCAP-SCN, Natick Contracting Division, on behalf of the Natick Soldier System Center (NSSC), intends to award a firm fixed price purchase order on a sole source basis to: Imperial Municipal Partners (IMP). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. 1. Nature and description of the supplies or services required to meet the agency's needs: The Natick Soldier Systems Center intends to purchase emergency equipment for 4 new vehicles. This equipment is essential for responding emergency vehicles for the protection of life and property. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): IMP is the only local company who installs the PASS system. IMP has the expertise to maintain this particular system. On-line vendors could provide the Lund PASS system but not the other products which are in-use with other emergency vehicle with-in this unit, this would create additional costs for the Government to hire a company to install and service on-line purchased equipment. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Market research was conducted using on-line vendors and GSA Advantage; which showed that multiple companies install and maintain different systems, but not all the items needed by this unit. Creating multiple contracts and shipping costs for supplies and installation. No other local company except IMP supplies and installs all the equipment needed by this unit. 4. Any other facts supporting the use of other than full and open competition: Imperial Municipal Partners (IMP) is the only company in the Massachusetts that sells and installs the 200 watt Lund Police Audio-visual Safety System (PASS) push bumper. IMP is located with-in 15 minutes from this unit which would cut vehicle down time which means vehicles will be turned in without addition cost to the Government. Lund Industries developed a proprietary tall and narrow horn design for the siren speaker. When sound waves exit the speaker of this design, they turn 90 degrees. This vertical mounting causes the sound to flatten horizontally and radiate outward. The best comparison is to the traffic radar beam, a flat signal that radiates forward. As such, the Lund PASS gives a much stronger off-axis (intersection warning) signal than a conventional siren. IMP has technical expertise, trouble shooting capabilities and specific tools required to service the Lund push bumper as well as all of the components required. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: In the future to prevent sole source requirements we will continue to conduct market research to determine alternate sources of support. 6.
