- Please see attachment with work description. This is a pre-solicitation notice. This notice is NOT a Request for Proposal or an Invitation for Bid. The sole reason for this notice is to notify potential offerors that the US Army Corps of Engineers intends on issuing a Firm-Fixed Price Multiple Award Task Order Contract (MATOC) as Small Business Set-aside. Up to four (4) successful qualified firms will be awarded in this MATOC acquisition. The contract will be solicited and awarded in accordance with FAR Part 15 and Part 37. This will be a MATOC Service Contract. Solicitation will be evaluated as a Best Value Continuum in accordance with Far 15.101. This solicitation will utilize Source Selection Procedures which will require offerors to submit a Technical Proposal, Past Performance Proposal, and a Price Proposal to be evaluated by the Government. All offerors shall meet the proper capabilities to perform this requirement. The project consists of Geo-technical Drilling, Sampling, Inspection and testing. Location of field work in the form of delivery orders issued under this contract shall be primarily within the boundaries of the Buffalo District, which includes the watersheds of Lake Erie and Lake Ontario in the States of Ohio, Pennsylvania, and New York. However, other USACE Districts within the Great Lakes and Rivers Division are also permitted to issue task orders under these contracts. The Contract ordering period will be five (5) years from the date of award. The total ordering amount over the 5-year period shall not exceed $5,000,000. The maximum order amount per task order is $250,000. Each individual task order shall be competed. No set prices will be negotiated for the base contract. Project-specific scopes of work will be included with each RFP. All interested offerors must be registered with the System for Award Management (SAM) website at www.sam.gov in order to be considered for this acquisition. It is anticipated that the solicitation will be issued on or around 16-July-2013.
