Description
The Department of Veterans Affairs, Veterans Health Administration, VISN 18 intends to issue a Request for Proposal for a VISN-wide Multi-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Air Ambulance Services. This is a pre-solicitation notice for commercial items prepared in accordance with the format specified in the Federal Acquisition Regulation Subpart 5.203(a), as supplemented with additional information included with this notice. The acquisition will be a set-aside 100% for small business in accordance with FAR 19. The North American Industry Classification Code (NAICS) is 621910, Ambulance Services, with a small business size standard of $14 million. The period of performance will be for one (1) Base Year, plus four (4) Option Years from date of award. The Contract shall furnish 24 hours per day, seven (7) days per week, air ambulance transport services for the following VISN 18 VA Health Care Systems: Albuquerque VA Health Care System; Amarillo VA Health Care System; West Texas VA Health Care System; Phoenix VA Health Care System; Northern Arizona VA Health Care System; Southern Arizona VA Health Care System; and El Paso VA Health Care System. The minimum qualification requirements are listed below to assist you in determining your qualifications for this solicitation: General: "Transportation will generally be located in Arizona, New Mexico and Texas. However, cross country flights and flights to other states may be required. "All patients shall be transported by "Critical Care Air Transport". "Only a physician or registered nurse with critical care training and current advanced cardiac life support will be designated as the medical flight attendant, in accordance with the standards of CAMTS for any critical care transport. "All aircraft shall be operated within FAA rules and regulations governing air taxi operations. OPERATIONAL REQUIREMENTS: "The contractor shall be CAMTS accredited. "Contractor shall hold a valid Air Carrier Operating Certification issued by the Federal Aviation Agency (FAA), for an Air taxi operator. "Contractor shall hold a valid commercial airman's certificate with the appropriate ratings for the conditions of the flight being undertaken. PERSONNEL: "Medical Flight Attendant - licensed physician, nurse, physicians' assistant, or emergency medical technician with additional training in aero medical transportation. "A registered Nurse/Paramedic will be the Medical Flight Attendant when medical conditions require nursing care not part of physician assistant or emergency medical technician curriculums. Solicitation number VA258-13-R-0625, will be posted on or about 8 July 2013. The date for receipt of offers shall be 17 July 2013.
