This synopsis is being posted to both the Federal Business Opportunities (FBO) website located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) website located at http://www.neco.navy.mil. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO website serves as alternatives in case the FBO website is unavailable. ***SPECIAL NOTICE*** NSWC Crane will be hosting an industry conference meeting on 11 JULY 2013. This conference will be held utilizing the Defense Connect Online website, https://www.dco.dod.mil/. Participation in the conference is not mandatory to be considered for award, but it is highly encouraged. The conference is scheduled to begin at 9:00 AM Eastern Standard Time (EST) and is scheduled to last until no later than 5:00 PM EST. All Questions and Answers discussed during the conference will be made available to all interested parties. DRAFT copies of the Statement of Work, the Contract Data Requirements List (CDRL), the Systems Requirements Document, the Presentation Material for the conference, and Photographs of First-Generation D5 Railcar have been posted along with this announcement. These documents are subject to Distribution Statement D and require active registrations in the System for Award Management (SAM) database and the Joint Certificate Program (JCP). For additional information on the conference, or to obtain information on connecting to the conference, please contact Laura Armes at laura.armes@navy.mil by 3:00 PM EST on 10 JULY 2013. Please reference the above solicitation number and provide a CAGE code for your company in your request. ***SYNOPSIS*** Naval Surface Warfare Center Crane has a requirement for the design, fabrication, and installation of a Heating, Ventilation, and Air Conditioning (HVAC) and Auxiliary Systems (AUX) refresh for Environmentally Controlled Railcars. The anticipated Contract Line Item Numbers (CLINs) are as follows: CLIN 0001 HVAC AUX First Article Unit (including installation and First Article testing), CLIN 0002 HVAC AUX Production Units (including fabrication and testing), CLIN 0003 Installation (including removal of old system and integration of new system onto Government Furnished Railcar), CLIN 0004 Shipment of additional units to NSWC Crane, CLIN 0005 Maintenance Agreement, CLIN 0006 Spares, and CLIN 0007 Data. A minimum of 9 HVAC AUX systems (including 1 First Article) and a maximum of 22 units will be ordered. One (1) First Article unit shall be required 8 months after contract award and shall be included as part of the production quantity. Inspection and acceptance will be at origin by NSWC Crane personnel with an acceptance period of 60 days. Delivery of the first nine (9) units shall be FOB Destination to Contractor ™s installation location. Any additional quantities shall be FOB Destination to Naval Surface Warfare Center, Bldg 41NE, 300 Hwy 361, Crane, IN 47522-5001. The Contractor shall design, fabricate, and install the HVAC AUX systems in accordance with the Statement of Work (SOW) and the Technical Data Package (TDP). NOTE: Access to the SOW and TDP with drawings requires contractors to be active in the System for Award Management (SAM) database and the Joint Certificate Program (JCP). The SOW and TDP will be posted to FBO and will be accessible at the same time the solicitation is posted. The solicitation is expected to be issued on or about 31 JULY 2013 and is expected to close on or about 16 SEP 2013. This requirement is 100% set-aside for small business IAW FAR 19.5. The applicable North American Industry Classification System (NAICS) code is 333415 with a size standard of 750 employees. The procurement will be negotiated on a competitive basis IAW FAR Part 15. It is anticipated that a 3-year Firm Fixed-Price (FFP), Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract will be awarded. Award will be made to the responsible offeror whose offer is the best value to the Government, considering Technical, Past Performance, and Price evaluation factors, as described in the solicitation. Offerors that are non-compliant with any material requirement of the solicitation may be rejected without further consideration for award. It is the responsibility of interested vendors to monitor the FBO and NECO websites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Solicitations may be downloaded from the websites listed above. No hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on Submit Bid does not guarantee offers will be received by the proper person in the correct format.
