Description
CONTINUATION PAGE Contractor Questions and Government Responses Question 1: System requirement 8 states that the "System should allow for a non-fixed, moveable bed so that patients do not have to be transferred from one bed to another after laser and before cataract surgery." Our system has a fix bed to provide better imaging and patient stabilization demonstrated by over 10,000 case demonstrations. We do not believe this requirement improves the success and safety of an ophthalmic surgery, and request that this requirement is removed or modified to provide a fair and competitive bid. Government Response: VA Boston Healthcare System utilizes a mobile surgical bed for all cataract cases. Patients are placed on the surgical bed in the pre-op holding area and remain on the same bed for surgery and post-op recovery. For reasons specific to the VA Boston facility (i.e., OR set-up and staffing) and this particular patient population, a femtosecond laser which allows for a non-fixed bed to minimize patient transfers is required. Question 2: This solicitation was originally released without the requirement for a [non-fixed, moveable bed], canceled and then released with the requirement to allow for a non-fixed bed. I am interested in how the requirement was added and if you considered the [brand name product] specifications when considering the solicitation. Use of non-fixed beds has not been an issue with the [brand name product] in the field. Government Response: Based on the results of additional market research conducted after the combined synopsis/solicitation was issued, including analysis of the vendor demonstrations, the Contracting Officer determined that it was in the best interest of the Government to cancel the original solicitation and re-solicit as the initial solicitation did not accurately reflect the Government's need. A femtosecond laser which allows for a non-fixed bed to minimize patient transfers is required for the patient population at the procuring VA Boston facility.
