- HSCGG1-13-B-PFA034, ISSUE DATE: 15 July 2013. The intent of this project is to install a new door access security system or Physical Access Control System (PACS) throughout each of the five building annexes of Chase Hall. The new security system will limit door access to authorized personnel with valid credentials. All entry points leading into Chase Hall, including both public/common areas and Cadet birthing areas will be secured. Contractor shall provide all labor, materials, equipment, transportation, disposal, supervision and incidental related work necessary for implementation of a PACS solution and includes, but is not limited to, the following work: 1. The removal and replacement of existing doors, door hardware and frames with new. 2. Provide and install new (PACS) components; monitoring devises, intercoms, electronic hardware, PC's, printers, card readers and control panels. 3. The installation of new electrical raceways and integrated fire alarm system components. 4. Installation of new power and data runs between new door access control panels and nearby electrical closets. 5. Rerouting of a twenty foot section of steam pipe and the installation of a new shut-off valve. 6. The installation of a new vestibule doorway. 7. The repairing of all existing architectural finishes (plaster walls, marble and terrazzo flooring and wall base) adjacent to replacement doors and frames. The anticipated construction time is 224 days (32 weeks) after issuance of the Notice to Proceed. The estimated cost range of this project is between $500,000 and $1,000,000. Bid, payment and performance bonds will be required. The applicable North American Industry Classification System (NAICS) code is 238210, Electrical Contractors and Other Wiring Installation Contractors, with a small business size standard of $14 million. Solicitation packages will be available on or about 15 July 2013. The tentative date set for bid opening is 15 August 2013 at 2:00 p.m. This acquisition is issued pursuant to FAR Part 14. Pursuant to FAR Part 19.1405 Service-disabled veteran-owned small business set-aside procedures, this solicitation is 100% set-aside for Service-Disabled Veteran-Owned Small Business concerns.
