- The Defense Information Technology Contracting Organization (DITCO), Systems Section, DITCO/PL8223, 2300 East Drive, Scott AFB IL 62225-5406 awarded a firm fixed price contract for the Mobile Device Management (MDM) system and Mobile Application Store (MAS) to Digital Management, Inc. (DMI) on 27 June 13. The initial award amount is $2.9M and a total lifecycle amount of approximately is $16M. Request for Proposal (RFP) HC1013-13-R-0001 was issued as a full and open competition The award decision was made based on a Best Value analysis of each offeror's Technical/Management Approach and Cost/Price. As set forth in the RFP, all Technical/Management Subfactors are approximately equal. All areas within a Technical/Management Subfactor are approximately equal. Technical/Management factor/subfactors are significantly more important than Price The base period of performance for this contract is 9 July, 2013 to 8 July, 2014, with four six-month option periods. The establishment of the MDM /MAS is a keystone for the Department of Defense Mobility Implementation Plan as it sets the stage for the digital ecosystem that will operate and assure the mobile devices that connect with DOD networks. The MDM will ensure secure mobile device operation and maintenance in a cost-efficient manner. The MDM provides the ability to enforce policy for end user devices at application and user levels by instituting end user permissions for approved functions on the mobile device. MDM supports malware detection, over-the-air (OTA) electronic software distribution of applications, remote data-wipe capabilities, remote device configuration management, and asset/property management capabilities that protect against key and data compromise. These capabilities ensure the security of the entire user community is not compromised by an improperly configured or operated device. A unified MDM architecture secures, monitors, manages, and supports accredited mobile devices across a range of DoD environments." The MAS ensures that the applications distributed and managed on the MDM are vetted and approved for use on mobile devices connected to the DOD Networks. Additionally, the MAS will deliver, update, and delete applications on mobile devices without the end user having to return the device for service. The solicitation was issued as a full and open competition under NAICS codes 541512 (Computer Design Services/$25.5M).
