- Sources Sought Notice Notice No.: NIH-LM-2013-764 Title: Moving of NLM Collections North American Industry Classification System (NAICS): 484210 (Van lines, moving and storage services) Description: This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified sources; (2) the type of business, e.g., HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses, etc.; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This Sources Sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Library of Medicine (NLM). Background: The National Library of Medicine, Bethesda, Maryland, (hereafter NLM or the Library) houses an estimated 7.5 Million print and non-print items, consisting mostly of bound volumes, plus thousands of unbound items, mostly individual journal issues. The Library's collections are located on three large underground floors called the B-1, B-2 and B-3 levels in Building 38 on the campus of the National Institutes of Health. Anticipated Period of Performance: The anticipated period of performance is for a base year beginning November 1, 2013 through October 29, 2014; plus two (3) option years. Purpose and Objectives: In order to expand collection space within Building 38, the Library has been undergoing major renovations since 2009 on the B-2 and B-3 levels to upgrade the infrastructure and install compact shelving in the collection area. This collection space expansion project is expected to continue through 2016. The project involves strengthening the ceilings and floors of the B-2 and B-3 floor levels before which all collection materials need to be removed and relocated in another space within the building. The moving of collection materials shall be carefully coordinated with the Project Officer and the construction contractor. Project Requirements: The contractor shall move up to 100,000 LF of collection materials during the life of the contract. The collection moves will involve moving bound monograph and serials and unbound serials from one location on the B-2 and B-3 floor levels, to another area location on the B-2 and B-3 floor levels, and ensuring that all materials are maintained in correct call number order. Other Important Considerations: The contractor shall ensure that the Project Officer is notified each working day about which collection materials were moved by submitting the call numbers and locations of the items moved each day. The work assigned to the contractor will not be continuous through the period of performance, but shall be scheduled in phases and sometimes with relatively short notice. It is expected that some of the collection moves will require that the contractor shall be onsite for differing periods of times - sometimes up to several weeks. There are likely to be long periods of time between scheduled work for the contractor - e.g. up to six or seven months before required collection moves. Mandatory Criteria: All parties interested in this project must meet the following mandatory criteria for eligibility: This project must meet the turnaround times designated by NLM - i.e. the moving of collection materials to ensure that predetermined schedules are met and delays in construction do not occur. Capability Statement/Information Sought: Small businesses that consider ability to satisfy all of the above stated Project Requirements, are encouraged to submit a capability statement. Teaming arrangements are encouraged. The capability statements will be evaluated based on the information provided in relation to the Project Requirements and the current capacity to perform the work including: (a) experience in moving library collections; (b) knowledge of standard library classification systems, such as the Library of Congress classification system; (c) understanding and experience with care and handling of library materials; (d) prior completed projects of a similar nature; and, (e) organizational experience and management capabilities. The remainder of the capability statement should be tailored to the project requirements stated above and must demonstrate that similar work has been performed in the past, including the dollar value of that work. 3. Number of Copies Capability statements should not exceed fifteen (15), single-sided pages (including all attachments, resumes, charts, etc.), presented in single-spaced, 12-point font size minimum. Do not include proprietary information in your response to this notice.
