Description
The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), is conducting a market survey to identify available businesses capable of supplying RENEWABLE natural gas for the NETL Pittsburgh, Pennsylvania location. THIS IS A SOURCES SOUGHT SYNOPSIS for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and NO CONTRACT will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The information gathered from this sources sought notice will be utilized in the Government's determination on contract and business type utilized in the solicitation. The magnitude of this effort is expected to be an estimated 45,000 Dekatherms per year for a period of ten (10) years. The North American Industrial Classification System (NAICS) is provided for use by businesses in determining their appropriate business size in response to this sources sought notice. The NAICS code for this effort is 211112 with a size standard of 500 employees. For business size definitions please refer to the Small Business Administration's web site at: http://www.sba.gov/category/navigation-structure/contracting/contracting-officials/eligibility-size-standards The purpose of this sources sought is to identity available and interested sources who can supply the commodity of RENEWABLE natural gas to the NETL in the proximity of Wallace Road and Cochrans Mill Road in Bruceton, (Pittsburgh) Pennsylvania consistent with (1) all applicable laws, rules, industry standards, codes, permits and regulations, and (2) the facility?s service requirements. Natural gas provided shall meet the Pennsylvania?s Public Utility Commission?s minimum quality standards without interruption or curtailment. The distribution of the natural gas commodity shall be from the local natural gas utility?s city gate. The natural gas supplied shall be renewable gas. Renewable gas is defined as gas produced by anaerobic digestion or thermal gasification and is ?Pipeline Quality? gas. Pipeline Quality gas is defined as gas that is of such a composition and quality that it is acceptable ?as is? for injection into the interstate natural gas pipeline system in the United States. Renewable gas may be produced from landfill gas, wood residues, energy crops, waste water treatment plants, livestock manure, or any other process that the government finds to be technically and environmentally acceptable. Responses should be limited to the Contractor?s expression of interest, identification of business size, and demonstration of capabilities/experience (including source) in RENEWABLE natural gas. It is recommended that submittals be limited to no more than one page. All interested parties responding to this market survey must submit their responses via the FedConnect no later than 12:00 PM Local Time (Morgantown, WV) on July 11, 2013.
