Description
Signed SLAT Succeeding Lease JOTFOC for 1GA2042 AFR JOTFO : Award to other than the current Lessor would require relocation of the entire requirement and would cause AFR to incur move and replication costs not recovered through competition. This location houses the Augusta Company Command Headquarters. As such, it is an integral part of the Intermediate Command, requiring central location to all local recruiting headquarters. The AFR's FY12 Policy and Procedures document states such facilities will be located in office space unless "sufficient existing excess leased retail space is available to meet minimum space requirement and available at no additional recurring costs." The AFR is currently experiencing drastic funding shortfalls. Coupled with the current phased-implementation of their Small Unit Recruiting Transformation in which underutilized space is terminated and locations consolidated into the Parent Pinnacle Center, a move to another location would put considerable financial hardship on the agency, as well as cause major disruptions to their mission capabilities. WHD JOTFO: The Wage and Hour Division (WHD) enforces Federal minimum wage, overtime pay, recordkeeping, and child labor requirements of the Fair Labor Standards Act. WHD also enforces the Migrant and Seasonal Agricultural Worker Protection Act, the Employee Polygraph Protection Act, the Family and Medical Leave Act (FMLA), wage garnishment provisions of the Consumer Credit Protection Act, and a number of employment standards and worker protections as provided in several immigration related statutes. Additionally, WHD administers and enforces the prevailing wage requirements of the Davis Bacon Act and the Service Contract Act and other statutes applicable to Federal contracts for construction and for the provision of goods and services. Augusta is the second largest city and second largest Metro Area in Georgia after Atlanta with an estimated population of 556,877 in 2010. According to the Georgia Department of Labor, the Richmond Area has a labor force of 178,480. The Augusta Field Station has two Wage and Hour Investigators who conduct compliance investigations and provide outreach to employees and employers to ensure compliance with the Federal labor regulations described above. Without the Field Station, investigators from Atlanta, Macon, or Savannah, Georgia would have to respond to those concerns, which would not be effective since they are located several hours away by car.
