Description
PWS I. Introduction This sources sought notice is for information and planning purposes only and shall not be construed as an obligation on the part of Washington Headquarters Services (WHS). In order to proactively plan for future requirements, WHS is conducting market research to locate qualified, experienced and interested Contractors to provide as described in the attached draft Performance Work Statement. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. At this time no solicitation exists. Therefore, please do not request a copy of the solicitation. II. Instructions Interested businesses having the capabilities necessary to perform the stated requirements may submit capability statements via email to the Contract Specialist, Frank Argenziano, at frank.argenziano@whs.mil. Responses, in a Word, or Word-compatible document, shall be limited to no more than five (5) pages. Responses must be submitted no later than Friday, July 12, 2012 at 12:00 p.m. ET. Capability statements will not be returned. Please provide the following information within your statement: (1) DUNS Number. (2) Company name. (3) NAICS Codes associated with your company. (4) Company address. (5) Company point(s) of contact and contact information. (6) Types of Contracts your company has been awarded under NAICS 541611, Administrative Management and General Management Consulting Services. (Additional information about NAICS Codes can be found at www.sba.gov.) (7) Recommended NAICS Code for this effort. (8) Specific examples of prior efforts similar to those found in the attached draft Performance Work Statement. (9) Number of Contracts currently held with the Government. (10) References (including contact information) of individuals who can verify the demonstrated capabilities identified in the responses. (11) Respondents should also include a statement about whether or not they have personnel who can maintain a Secret security clearance. III. Capabilities The Capability Statement must, at a minimum, include statements regarding the following minimum qualifications: • Contractor's overall knowledge of the Mass Transit Benefit Program (MTBP) or similar environment. • Ability to provide a Program Manager with specific knowledge of mass transit benefits programs, Executive Order 13150 "Federal Workforce Transportation in the NCR" and the SmartBenefits® platform, or similar environment. • Ability to provide Project Analysts with knowledge of mass transit benefits administration, or similar environment. Further, for each of the following task areas, provide (1) the Contractor's experience, knowledge and/or ability to perform the task; and (2) suggested performance measures that the Government may incorporate into a Quality Assurance Surveillance Plan (QASP): • Assist in development of policy and procedures to address emerging program requirements, such as OMB guidance, Code of Federal Regulations, statute, etc. • Analyze program data and prepare program metrics on enrollment, usage and program costs. • Recommend, when needed, changes to procedures and business workflows to manage the enrollment, change management and withdrawal of participants from the program. • Research policies, legislation, and regulations and assist in determining implications for the DoD MTBP. • Manage the DoD NCR MTBP account in the benefit delivery platform and shall establish and maintain effective working relationships with the service provider. • Maintain operations of application processing, claims management and benefit distribution, as well as contact with various DoD program officials and customer contact, as needed. • Maintain MTBP database and DoD SmartBenefits® account, including enrollment, claims and electronic benefit issuance systems in accordance with program guidance and/or processes. • Review and update the MTBP standard operating procedure to ensure accuracy and consistency of program processes. • Develop and coordinate the rollout of MTBP Communications, including coordination with Graphics, Public Affairs and web content managers. • Prepare content updates to the MTBP website and coordinate with WHS website managers to update the website. IV. Conclusion WHS appreciates your assistance with this market research and emphasizes that this is for planning purposes only. This is not an invitation for bid, request for proposal or other solicitation and in no way obligates WHS to award a contract. The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes. No payment will be made for responses. Respondents should clearly mark any proprietary information submitted in response to this RFI. Since WHS anticipates a large response to this request we will be not be engaging in telephonic discussions, presentations or meetings.
