Description
The Centers for Medicare & Medicaid Services (CMS) awarded a five year contract (two year base plus three one year options) to a Payment File Development Contractor (PFDC) to assist CMS in making Medicare Fee for Service (FFS) incentive payments to eligible Medicare professionals (EPs) and hospitals under the HITECH Act. As required under the HITECH Act, CMS was required to begin making incentive payments in FY11 to EPs and hospitals for a period of five years. CMS intended to use a PFDC to help make HITECH payments to Medicare EPs and hospitals and to ensure proper funds control and accounting related to these payments. The purpose of this contract action is to fund the Option 2. This option retains all prior modifications to the SOW from the base period and Option 1. The significant changes from the base period included the addition of a supplemental monthly payment cycle. (SOW II.A.24) and reducing the systems development and the related systems testing, release schedule coordination, and reporting. This reduction in scope is due to the PFDC moving into an operations and maintenance phase of the HITECH project with no further development required during Option 2 (SOW II.A.1) The contractor shall also be required to implement sequestration payment reductions on behalf of CMS. These reductions require the contractor to ensure that payment amounts are reduced by 2 percent per payment to eligible payees with reporting periods on or after April 1, 2013 (SOW II.A.25). The estimated amount of this action is $2,150,000.
