Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 10338371 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66. The associated North American Industrial Classification System (NAICS) code for this procurement is 314120 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-07-19 14:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Annville, PA 17003 The National Guard - Pennsylvania requires the following items, Meet or Exceed, to the following: LI 001: Building 19-126: Awning shall cover a 16? x 40? area. Awning material lifespan should be 12-15 years. Also provide option for weather protections from the side. Material for side weather protection shall be transparent. Color will be decided upon site visit. Site visit will be conducted 9 July 2013 at 10:00 am EDT. Location is building 19-117 Range rd. Fort Indiantown Gap, Annville, PA, 1, EA; LI 002: Installation of awning for building 19-126 including all labor and materials. Contractor shall remove existing frame., 1, EA; LI 003: Building 19-116: Awning shall cover a 10? x 8? area. Awning material lifespan should be 12-15 years. Color will be decided upon site visit. Site visit will be conducted 9 July 2013 at 10:00 am EDT. Location is building 19-117 Range rd. Fort Indiantown Gap, Annville, PA, 1, EA; LI 004: Installation of awning for building 19-116 including all labor and materials. Contractor shall remove existing frame., 1, EA; LI 005: Building 19-109: Awning shall cover 8? x 18? area. Awning material lifespan should be 12-15 years. Color will be decided upon site visit Site visit will be conducted 9 July 2013 at 10:00 am EDT. Location is building 19-117 Range rd. Fort Indiantown Gap, Annville, PA, 1, EA; LI 006: Installation of awning for building 19-109 including all labor and materials. Contractor shall remove existing frame., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Pennsylvania intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Pennsylvania is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. REPRESENTATION BY CORPORATIONS REGARDING AN UNPAID DELINQUENT TAX LIABILITY OR A FELONY CONVICTION UNDER ANY FEDERAL LAW?FISCAL YEAR 2013 APPROPRIATIONS (DEVIATION 2013-O0010) (April 2013) (a) In accordance with sections 8112 and 8113 of Division C and sections 514 and 515 of Division E of the Consolidated and Further Continuing Appropriations Act, 2013,(Pub. L. 113-6), none of the funds made available by that Act for DoD (including Military Construction funds) may be used to enter into a contract with any corporation that? (1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government; or (2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.
