Description
DISABILITY EVALUATION SYSTEM (DES) MANAGER PART 1 GENERAL INFORMATION 1. General : This is a non-personal services contract to provide a Disability Evaluation System (DES) Manager. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1. Description of Services/Introduction : The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform duties as a DES Manager as defined in this Performance Work Statement except for those items specified as Government furnished property and services. The contractor shall perform to the standards in this contract. 1.2. Background : Traditionally, an ideal candidate for this position is a prior active duty Health Services Management Technician (4A0X1) who has worked in the Medical Evaluation Board (MEB) Program. 1.3. Objectives : The primary purpose of this position is to serve as a MEB clerk. 1.4. Scope : The Government requires one (1) Full Time Equivalent (FTE) for this contract at the established facilities at the 52nd Medical Group, Spangdahlem AB, also referred to as the "Medical Treatment Facility" (MTF) herein. The contractor shall provide a representative to work as a DES Manager. The contractor will be responsible for the performance or management of the MEB process to include organizing people, scanning and saving medical records, making copies, preparing RILO mail when a member PCS's, and resources efficiently so as to direct activities toward common goals and objectives. In addition, the contractor will be responsible for assisting with the case management of active duty beneficiaries undergoing Physical Evaluation Board processing. Performance shall be in accordance with the requirements contained in this PWS, standards of the Joint Commission, and criteria outlined by the Health Services Inspection (HSI). 1.5. Period of Performance : The period of performance shall be for one Base Year of 12 months and two 12-month option years. The Period of Performance reads as follows: Base Year Option Year I 1.6. General Information 1.6.1. Quality Control : The contractor shall provide a complete Quality Control Program (QCP) to ensure the requirements of the contract are provided as specified. The contractor shall provide a QCP describing the inspection system for the requested services listed in the PWS. The contractor shall develop and implement procedures to identify, prevent and ensure non-recurrence of unacceptable services. The Contractor's QC plan must be submitted with their initial proposal to the Contracting Officer for review and acceptance. The contractor shall update the plan as changes occur and changes shall be submitted for review by the Contracting Officer. 1.6.2. Quality Assurance : The Government shall evaluate the contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). (More to follow when solicitation is posted)
