Description
Synopsis AFGHANISTAN ENGINEER DISTRICT SOUTH (AES) Firm Fixed Price Contract for Construction for the Expansion of the ANP Regional Police Training Center, Kandahar, Afghanistan. W5J9LE-13-R-0026 The project will consist of the design and construction of partially constructed structures for the RPTC located in Kandahar at one of four RPTC locations. The size of the location may be up to approximately 400,000 sqm, depending on the composition and form of the designated site. This project will require the design, material, labor, and equipment to construct buildings, roads, utilities and other infrastructures, review and assess current force protection and install exterior lighting. This project will also require the construction of an HQ and Administration Buildings, two-story Barracks, BOQ barracks, Armory, Latrines, DFAC, General Storage Warehouses, Motor Pool, and Classrooms. There will be some adaptive design/engineering efforts required to complete construction that meets the spatial and functional requirements. The period of performance for this procurement will be 365 days from Notice To Proceed. This construction shall in accordance with current U.S. practices and International Building Codes (IBC), Life Safety Codes (NFPA- 101), Force Protection, and security standards. This is an unrestricted/full and open Request for Proposals (RFP) solicitation. The Government intends to award a single contract resulting from this solicitation to the offeror that is determined responsible and whose proposal, conforming to the solicitation, represents the best value after evaluation in accordance with the factors and subfactors in the solicitation. The Government intends to make award without discussions, therefore the offeror's initial proposal should contain the offeror's best terms from a technical and price standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Proposals will be evaluated against the following factors and subfactors (listed in descending order of importance) to determine acceptability: Factor 1 Schedule; Factor 2 Management Plan; Factor 2 Subfactors: Capacity to Perform and Subcontractor Utilization; Factor 3 Past Performance; Factor 4: Past Experience; and Factor 5 Price. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. However, price will remain a significant consideration for award. The solicitation will contain provision, FAR 52.228-1 - Bid Guarantee. The amount/percentage of the bid guarantee will be published in the solicitation. However, the bid guarantee amount will be at least 20 percent of the price proposal but shall not exceed $3 million. Offerors shall furnish with their proposal a bid guarantee in the form of a firm commitment, e.g. bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The solicitation and award will contain FAR Clause 52.228-15 - Performance and Payment Bonds - Construction. Unless the resulting contract price is $150,000 or less, the successful offeror shall furnish performance and payment bonds to the Contracting Officer. The amount of these bonds will be published in the solicitation. The solicitation and award will contain FAR Clause 52.211-12 - Liquidated Damages - Construction. The liquidated damages rate will be will be published in the solicitation. However, the rate will be a reasonable forecast of just compensation for the harm that is caused by late delivery or untimely performance of the contract. The applicable NAICS code is 236220 ($33.5M small business size standard). The resulting contract shall be for 365 days. The magnitude of this project is between $25M and $100M. The Request for Proposal closing date will be contained in the solicitation and any solicitation amendments that may be issued. A site visit will be offered approximately 2 weeks after the solicitation is made available to potential offerors. See solicitation for details about the site visit.
