Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive Room 1E626 Bethesda, MD 20892 Description: The Biostatistics Branch (BB) in the Division of Cancer Epidemiology and Genetics (DCEG) of the National Cancer Institute (NCI) plans to procure on a sole source basis consulting services of a high level descriptive Epidemiologist FROM Susan Devesa LLC, 8917 Copenhaver Drive Potomac, MD 20854. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 541990 and the small business standard is $7.0 million. Only one (1) award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for the base year of twelve (12) months with two (2) twelve (12) month option periods. It has been determined there are no opportunities to acquire green products or services for this procurement. The Biostatistics Branch (BB) in the Division of Cancer Epidemiology and Genetics (DCEG) of the National Cancer Institute (NCI) develops statistical methods and data resources to strengthen observational studies, intervention trials, and laboratory investigations of cancer. The BB also provides information on cancer rates for generating etiologic leads and developing appropriate study designs, and it plans and conducts independent and collaborative descriptive and analytic studies of cancer etiology. Members of the BB consult and collaborate with scientists throughout the NCI and NIH, and with investigators and public health officials at other government agencies and academic and research institutions in this country and abroad. The purpose of the procurement is to obtain the services of a high level descriptive epidemiologist to provide recommendations and guidance on analyses of cancer incidence and mortality rate patterns in the United States and internationally. These are critical studies to assess current and emerging cancer patterns that may generate etiologic hypotheses and point to cancers warranting special study. The contractor shall be a descriptive epidemiologist with a Ph.D. in Chronic Disease Epidemiology and have experience analyzing patterns in cancer rates by demographic, temporal, and tumor characteristics. The descriptive epidemiologist must have at least 20 years experience in leading and guiding descriptive epidemiologic studies. The contractor shall design, conduct, and guide descriptive studies of cancer incidence, and mortality. Particular tasks include 1) Using SEER program and Mortality data from National Center of Health Statistics to provide recommendations on the investigation of age, period and cohort patterns for a series of cancers; 2) Contractor will update the NCI atlas of Cancer Mortality and prepare materials to guide DCEG staff in interpreting the new data and searching for etiologic clues; 3) Contractor will provide recommendations and guidance on development of manuscripts describing cancer incidence and mortality in this population; and, 4) Using the International Agency for Research on Cancer (IARC) incidence and World Health Organization (WHO) mortality databases, the contractor shall investigate cancer incidence and mortality patterns in selected geographic regions of the world for several cancers. Susan S. Devesa, LLC, is a company that provides support for high quality descriptive studies of cancer. Dr. Devesa retired from the Federal Government in 2006 after serving as the senior descriptive epidemiologist in the BB for more than 20 years. She is an expert in the analysis of temporal trends in cancer incidence and mortality in the United States according to demographic and tumor characteristics and in international descriptive studies. She led the preparation of NCI's Atlas of Cancer Mortality in the United States, 1950-94 that documented geographic variation in cancer mortality rates and included maps for more than 40 cancers by race, gender, time period, State Economic Area, and county. Her in-depth knowledge of the databases available and appropriate analytic methods are unique assets that no other contractor could provide. Therefore, there is no other descriptive epidemiologist that possesses the experience, expertise, and detailed knowledge of these studies needed to allow them to immediately undertake the tasks covered by this procurement and conduct these efforts in a timely fashion. This is not a solicitation for competitive quotations. However, if any interested party, particularly small businesses, believe they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on June 20, 2013. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI contracting office to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
