- Statement of Work RFQ Solicitation Number: PIFSC-13-017 Agency: Department of Commerce Office: National Oceanic and Atmospheric Administration (NOAA) Location: National Marine Fisheries Service, Pacific Islands Fisheries Science Center This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; request for quotations are being requested and a written solicitation will not be issued. The office of NOAA National Marine Fisheries Service, Pacific Islands Fisheries Science Center, Coral Reed Ecosystem Division, located in Honolulu, HI, requires computer programming and technical support of the Atlantis ecosystem model software. This requisition supports ecosystem modeling of anthropogenic and environmental stressors to Guam's coral reef ecosystems. Researchers from NOAA are utilizing the Atlantis Ecosystem modeling framework to evaluate the likely economic and ecological outcomes of increase human population, ocean acidification, and warming in Guam's coral reef ecosystems. The solicitation seeks contractors to implement modifications to the Atlantis ecosystem model that will 1) allow novel relationships between the physical variables and production and mortality of biological functional groups, and 2) test new options for management strategies for simulated coral reef fisheries. Interested parties must furnish detailed information concerning their capability to provide service. Information should provide sufficient detail that demonstrates the firm's knowledge and ability to perform requirement. The North American Industry Classification System (NAICS) Code for this procurement is 541990. A firm fixed price contract will be issued in accordance with FAR Parts 12 & 13 utilizing Simplified Acquisition Procedures. All interested parties must respond to this announcement within ten (10) calendar days of its publication. This procurement also requires contractors to complete the electronic representations and certifications at the SAM website. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). NO award can be made unless the vendor is registered in SAM.
