- The Department of Veterans Affairs, VA Caribbean Healthcare System, San Juan, Puerto Rico intends to negotiate a commercial (FAR Part 12) Large Business Sole Source contract with Data Innovations Inc., 20 Kimball Ave. Suite 302, South Burlington, VT 05403 in accordance with FAR 6.302-1 Only one Responsible Source and no other supplies or services will satisfy agency requirements. The Government anticipates that the program requirement will be fulfilled via a Firm Fixed Price contract in accordance with Federal Acquisition Regulation (FAR) Part 16.202. The VA Caribbean Healthcare System (VACHS) is requesting all required renewal of the Manager Support and Maintenance licenses needed for three (3) Gateway Servers. The licenses are needed to have access to download drivers for the laboratory clinical equipment and for instrument manager support and troubleshooting. The annual support and maintenance of Data Innovations will allow us to have an emergency support 24/7 all year long. The use of the licenses renewal of the Instrument Manager Support and Maintenance will take place in three (3) sites: San Juan, VA Caribbean Healthcare System, Main Laboratory Service, Mayaguez Outpatient Clinic (MOPC), and Ponce Outpatient Clinic (POPC) laboratories. This notice does not constitute an invitation for bids or a Request for proposal (RFP) and is not a commitment by the U.S. Government to procure subject services. No funds are available to pay for preparation of responses to this notification. No solicitation package is available. Interested persons may identify their capability to respond to these requirements by Tuesday 09 July 2013 in or before 1400/2:00PM local Puerto Rico Time/Atlantic time. A determination by the Government not to compete this proposed contract action based on response to this notice is solely within the discretion of the Government in accordance with FAR Part 6. The Government will use the information received to determine whether other sources are available and capable of satisfying this requirement.
