Description
THIS IS A SOURCES SOUGHT NOTICE INTENDED FOR MARKET RESEARCH PURPOSES ONLY. There is no solicitation available at this time. No contract will be awarded from this announcement. The purpose of this Sources Sought Notice is to determine the availability and capability of the commercial market for Interactive Patient Care (IPC) System. This notice is for planning purposes only, and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotation, or an indication the Government will contract for the items contained herein. This notice is NOT to be construed as a commitment on the part of the Government, nor does the Government intend to pay for any information submitted as a result of this notice. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Lebanon Contracting Office (Lebanon PA) is conducting market research to identify potential qualified sources to provide Interactive Patient Care (IPC) System. The purpose of this market research is to identify the best procurement method to meet this requirement. If interested please submit your responses to the following market research questions concerning your capabilities and provide a sufficient information necessary for the Government to conclusively determine capability of your firm to provide Interactive Patient Care System as stated in the specifications below. Company Information: 1) Company Name 2) Doing Business As (DBA) 3) Address 4) Socioeconomic Category 5) DUNS number 6) TAX ID 7) CAGE Code 8) System for Award Management (SAM) registration expiration Interactive Patient Care System Requirements: 1) Equipment: Maximum 17" medical grade touch screen all in one television / computer system (internet capable) with wall mounted swing arm and associated connections. 2) Head end equipment using coaxial cabling infrastructure and DOCSIS cable modem technology. 3) Patient Alerts - Ability to provide various alerts to patients based on time of day, day/time of admission, gender, age, new prescribed education or medication, etc. Size of alerts must be customizable and not interfere with patient entertainment. 4) Care Plans / Clinical Workflow Integration - System should have the ability to create and customize multi-step workflows that automatically prompt, educate, assess, and re-prompt the patient if necessary (i.e. Fall Prevention, Pain Assessments, Discharge and Heart Failure Care Plans) 5) Bedside Nursing Tools - Offer staff flexibility to quickly see patient education assignment/completed and start education or assessments linked to education 6) Documentation - System should have the ability to document all patient activity into a web-based management console or CPRS. 7) Design to individual patients for education and care information 8) Contain large library of content both on-demand and customized to individual patients. Customized education should be identified automatically by diagnosis, through a web-based management console or interface with CPRS. 9) Content should include a multitude of videos including healing content, safety, and condition education. The facility should have the ability to add content at any time. 10) Internet Access / Email - Patients must be able to access the internet using a standard internet browser such as Internet Explorer, Firefox, or Safari. System should provide automatic content filtering. 11) On-Demand Menus - System must allow patients to access information about their care and hospital / VA services. 12) Games - A variety of games should be included in the system. 13) Movies - System must include at least 25-30 entertainment movies, a portion of which should be replaced / updated on a quarterly basis 14) Multi-language Capability - Patients should have the ability to change interactive content to their preferred language. 15) Shopping Options - System should have the ability to place orders from the cafeteria, canteen, gift shop, etc 16) Meal Menus - System should be able to display menus and place meal orders to food services or the cafeteria. 17) Communication Tools - ability to allow patients to report non-clinical concerns to departments outside of nursing; ie, Housekeeping, etc. 18) Performance Improvement Planning - Vendor should provide framework for customizing system and tracking hospital performance improvements through the use of Interactive Patient Care. 19) Patient Surveys - Ability to survey patients through either on-demand menu tree or non-intrusive television prompts. Survey questions should be customizable on an individual patient level and dynamically change follow on questions based on patient responses. Patient responses should trigger messages to staff members alerting them to patient satisfaction issues. 20) Comments/Suggestions/Staff Recognition - Patients should have the ability to provide free text comments, suggestions, or compliments and system should automatically route those messages to appropriate staff 21) Web-based Management Console - Provide real time reports, ability to change/update content, view patient activity and prescribe content to individual patients. 22) Interfaces - System must be able to interface with VISTA/CPRS or at least HL7 compatible to go through the VISTA/CPRS interface approval process. (Critical requirement) 23) Warranty shall consist of a 3-year warranty period to cover all parts and labor required for repairs of the televisions, associated equipment, and support servers. 24) Vendor shall provide 24/7/365 support. Vendor shall provide a 2-hour response time for service. 25) The Contractor shall provide training sessions for VA personnel. 26) Contractor shall be responsible for installation and testing. Vendor shall comply with all VA Information Technology Security requirements, HIPPA and Privacy regulations. The government is not responsible for locating or securing information, not identified in response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to information submitted. After review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Interested parties must respond with capability statements which are due in person, by postal mail, or other courier services by July 10, 2013 by 12:00 PM (Eastern Standard Time) to Department of Veterans Affairs, Stacy Ling-1700 S Lincoln Ave, Building 19 Room 110, Lebanon VA 17042. EMAIL RESPONSES WILL NOT BE ACCEPTED. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response.
