- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation shall not be issued. This requirement is a 100% small business set-aside. Small businesses that can meet this requirement are to submit unequivocal statements of their interest, past performance providing similar items and services, and capability statements of meeting this requirement to Robert Rivers, Contract Specialist (Contractor) at robert.rivers.ctr@bic.usmc.mil no later than 1200 hours (EST) on Wednesday, July 3, 2013. Only email responses to this announcement will be accepted. The NAICS Code for this synopsis/solicitation is code 541513, Size Standard 100 employees. Solicitation number M67004-13-Q-9035 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-68, Effective 26 June 2013. Date and time for receipt of offers is by 0800 hours (local time) on July 8, 2013. Offers are to be emailed to Robert Rivers, Contract Specialist (Contractor) at robert.rivers.ctr@bic.usmc.mil. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304); Technical and past performance, when combined, are equal, when compared to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options (2) to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) FAR 52.216-1, Type of Contract (Apr 1984) The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. (End of Provision) FAR 52.233-2, Service of Protest (Sep 2006) (a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the Government Accountability Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from United States Marine Corps, Blount Island Command, 5880 Channel View Blvd., Jacksonville, Florida 32226. (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO.
