- UPDATED INFORMATION: The scheduled release date for the solicitation is 10 July 2013, with an expected proposal due date of 10 August 2013. See the following URL for access to the 13 May 2013 draft version of the Combined Screening Team Performance Work Statement (PWS)- http://www.aschq.army.mil/ac/aaisdus/Reachback%20Division%20Acquisition.aspx. The Army Contracting Command - Rock Island (ACC-RI) has a requirement for Combined Screening Team (CST) to assist the Area Support Group-Kuwait (ASG-KU) in performance of screening of non-U.S. citizens seeking employment or access to any U.S. installation within the Area Support Group-Kuwait (ASG-KU) Area of Operations (AOR). The overall goal is to identify, detect, deter, neutralize and exploit all Foreign Intelligence and Security Services (FISS) and all International Terrorism Organizations (ITO). The CST tasks consist of Biometric Automated Toolset (BAT) enrollment, Locally Employed Person (LEP) screening, and Counterintelligence (CI) screening. CST will perform functions for the purpose of granting installation access badges to include enrolling all LEPs in BAT and conducting LEP screenings. CI Qualified Contractors (CIQCs) will conduct CI screening as per LEP screening interview results. Walk-in reports identified by CIQC to have CI value will be referred to ASG-KU-CI. In accordance with AR 381-20, Para 4-1, Sub Para K, CST contractors supporting CI activities will be authorized to perform CI analysis. CST contractors will maintain a local CI database of all Other Country Nationals (OCNs) screened through ASG-KU, which will be populated in the BAT data base. CIQCs will conduct CI screenings of LEPs upon occurrence of CI indicators during the screening process. CST will coordinate with the ASG-KU Direct Support CI Detachment, in order to effectively support CI operations within the scope of this PWS. CST will be equipped to travel and operate from multiple fixed sites, with the assigned Action Officer and IAW unit procedures, but will not conduct intelligence missions outside of secure areas. CST will not be armed or used to conduct source operations or Threat Awareness and Reporting Program (TARP) investigations or briefings. Regardless of any other direction the contractor shall not conduct any COVERT intelligence gathering, as the use of contractors to do so violates Army policy. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The ACC-RI intends to award a Firm Fixed Price (FFP) contract under solicitation W52P1J-13-R-0057 using full and open competition. The Government anticipates a base year plus four (4), one-year options. The solicitation is expected to be released on or about 10 July 2013.
