The Winvale Group (16) Description. The Task Order consists of the acquisition of enterprise platform software licenses for a cloud based project management tool to allow GSA staff to provide quality project, acquisition, and financial management solutions for federal customers. The tool must be operable within Google and integration within GSA's current Google Apps domain is crucial to the enterprise-wide implementation of the cloud based project management tool, providing GSA users the ability to integrate project management timelines and schedules with Google tools, including Google Calendar, and Google Drive Document Suite. Enterprise level licenses will allow GSA users the ability to collaborate and create interactive cloud based project management schedules. Essential technical requirements of the tool include: full integration capability within GSA's existing cloud based IT infrastructure and security approval by the GSA Office of the Chief Information Officer (OCIO), Information Systems Security Officer (ISSO), for GSA's Google Apps domain. The tool must be capable of various project management functions including producing Gantt charts, timelines with alerts and reminders, and reports. The tool must allow for single sign on, file sharing, concurrent sharing/editing by multiple users, simultaneous synchronization with Google Calendar, cloud based backup and document security that allows account administrators to restrict the method of file attachments within the GSA.gov domain. The contract period will be five years in duration, with a six month Base Period and 9, six month Option Periods. The government issued a written solicitation on May 10, 2013 and requested a written proposal in response by May 17, 2013. The resulting Task Order award date was June 26, 2013. The Government solicited and awarded the Task Order on a sole source, non-competitive basis for the following reason: GSA relies on the Google platform for various critical business operations including Gmail, Google Drive for Docs, and Google Calendar and GSA requires a cloud based project management tool capable of seamless integration with this Google platform. In addition, the GSA OCIO ISSO must validate and approve the security features and processes of any Google Application that would be integrated with the current Google platform. As part of developing this requirement GSA OCIO ISSO completed a thorough evaluation and determined that SmartSheet is the only cloud based project management tool approved as a Google Application appropriate for use within the GSA Google platform. There is no other project management tool currently available that is capable of meeting all of the technical requirements in addition to meeting the GSA OCIO ISSO security approval requirements. A review of existing GSA Contract Vehicles confirmed that the only current GSA MAS contractor selling the SmartSheet enterprise license product is The Winvale Group.
