Description
This is a combined synopsis/solicitation/Request For Quote for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NAIDRFQ13D1636990 and is being issued as a Request For Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-68 dated June 26, 2013. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code, 333314 which has a business size standard of 500. The National Institutes of Health, National Institute of Allergy and Infectious Diseases intends to procure one (1) Liquid Cooled Evolve 512 Delta with Chilled Circulator; the following specifications are required: 512 x 512 EMCCD chip; Linear EM gain scale; The ability to acquire images with EM gain off ; Read noise less than 1 electron with EM gain on; 16 bit dynamic range/digitization; 20 Mhz clock speed; The ability to capture full frame images at ~67 frames per second; Closed liquid cooled system; The ability to calibrate the EM gain with an LED light source on board the camera; The ability to quantify photo-electrons The following factors shall be used to evaluate offers: 1) technical capability to meet required specifications, 2) warranty, and 3) Price. Place of delivery NIH/NIAID, Bethesda, Maryland, 20892. The government will award a fixed price purchase order to the responsible contractor. The following FAR provisions and clauses apply to this acquisition: Buy American Act-Supplies; FAR 52.204-7; FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Copies of the aforementioned clauses are available upon request by telephone to Ms. Patricia Fields at (301) 402-6471. All responsible sources may submit a bid, proposal, or quotation that will be considered by the agency. Small and disadvantage businesses are encouraged to submit a quotation for this requirement. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications - Commercial Items. Offers must be submitted no later than 5:00 PM Eastern Daylight Time (EDT) July 16, 2013 to Ms. Patricia Fields. For delivery through the Postal Service, the address is NIH/NIAID/AMOB, 10401 Fernwood Drive, Suite 2NE52B/MSC 4812, Bethesda, Maryland 20817-4812. Electronic submission will not be accepted. In order to be considered for an award, offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM at: www.sam.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
