Posting this notice again in FedBizOpps and FedConnect on 6/26/13 because it only posted in Fed Connect. See change below. North American Industry Classification System code changed to 238210 with a business size standard of $14 M. On or about July 8, 2013, the National Park Service (NPS), Midwest Regional Office Major Acquisition Buying Office (MWRO-MABO), intends to issue a Request for Proposal (RFP) to award a single, firm-fixed price construction project. This project` consists of replacement of substandard track lighting and fixtures for the Education Center at Homestead National Monument of America, Beatrice, Nebraska. The solicitation closing date will be on or about August 8, 2013. Actual dates and times will be identified in the solicitation. Responses to this synopsis are not required. A site visit is anticipated and will be scheduled after the solicitation is issued. The official solicitation, when issued, will be available free of charge by electronic posting only and may be found at www.fedbizopps.gov. PAPER COPIES OF THE SOLICITATION WILL NOT BE ISSUED. Amendments if/when issued, will be electronically posted to www.fedbizopps.gov prior to closing. This will be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. In accordance with FAR 19.502-2 and agency supplements, this project will be set-aside for small business concerns only. The North American Industry Classification System code for this project is 238210 with a small business size standard of $14 M. The project is subject to the Davis-Bacon Act. SCOPE OF WORK: The project consists of demolition, installation and replacement of all devices, including fixtures, switches, outlets and any other necessary appurtenances listed. Complete operable electrical system must meet applicable codes. Actual specifications and drawings will be provided in the solicitation when issued. In accordance with FAR Part 36.204, the estimated magnitude of the project is between $25,000 and $100,000. The anticipated period of performance is 90 calendar days after receipt of the "Notice to Proceed" issued on or about mid-August. A payment protection bond will be required for 100% of the contract price. THIS WILL NOT BE A SEALED BID OR LOW BID PROCUREMENT. The source selection process will use evaluation procedures stated in FAR Part 13. An award will be made to the responsible offeror submitting the proposal that provides the best value to the Government. Best value will be determined by using the trade-off process as stated in FAR Part 15. The evaluation factors used are technical/key personnel, past performance and cost/price. The past performance factor shall be the most important. When combined, the past performance and technical are signficantly more important than cost/price. Failure to submit all requested information in the solicitation may result in the entire proposal being disqualified from further competition. The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. REGISTRATIONS: Offerors must have and/or maintain an active registration with the System For Award Management (SAM) website to be eligible to receive a Government contract award.
