- Draft Performance Work Statement This is a sources sought notice only; the purpose of this notice is to acquire knowledge about potential qualified sources that can provide same or similar services to support the Department of Education. The U.S. Department of Education (Department) is issuing sources sought in an effort to conduct market research for potential sources that may have the technical capability to provide the Department program support and services to facilitate planning, reporting and tracking of publications, coordinating support for program and policy issues related to the National Assessment of Educational Progress (NAEP) in areas such as technical meetings, securing external experts to address specific issues (e.g., task forces on increasing student participation, item review, report production); managing standing and ad hoc experts needed to support the next generation of NAEP assessments (panels of principals and teachers, as well as panels of technology specialists to support on-line assessments, and panels of content and policy specialists in areas such as readiness and improving school and student participation. See the attached draft Performance Work Statement (PWS). The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541614. If there is a more appropriate NAICS code please provide that information in your response. GSA Holders Only: The Department intends to initiate a Request for Quote (RFQ) for a requirement on the General Services Administration (GSA) Mission Oriented Business Integrated Services (MOBIS) - Schedule 874 1 MOBIS Consulting Services. The Department intends for the RFQ to be a Blanket Purchase Agreement (BPA), 60 month agreement (twelve (12) months base period with four twelve (12) month Option Periods), awarded to a single, successful offeror. The BPA will have fixed-price orders. Funding will be provided as orders are issued. This requirement is 100% set-aside for small businesses, under the authority of FAR 19.7. Information Being Requested: Responses to this RFI will help shape the government's strategy for this acquisition, as well as any subsequent formalized solicitation. The information provided in response to this RFI should include the following: a)Company name b)Business size and designations (This requirement is set aside for small business) c) Address d) Point of contact e) Number of employees f) Gross annual receipts g) Previous contract(s) performing same or similar services as identified in this notice, to include contract type (FFP, T&M, etc.); overall contract value; Agency/Business Entity contracted with; and a brief overview of services performed h) Capability statement that addresses the organizations' qualifications and ability to perform as a prime contractor for the work described in the attached PWS. Important Note Information submitted in response to this sources sought notice is to be used for planning/market research purposes only. This notice shall NOT be construed as a request for proposal. This notice does not obligate the Government to award a contract, it does not restrict the Government in its ultimate acquisition approach, nor does it obligate the Government to pay for any proposal preparation costs. Any response to this RFI is purely voluntary and will be treated as information only. The information provided may be used by the Department in developing its acquisition strategy and the related statement of work, statement of objectives or performance specifications. Not responding to this RFI does not preclude participation in any future RFP, RFQ or IFB, if issued. RFI Submission Requirements: Proprietary information is not being solicited; however, if it is submitted, it should be appropriately marked. Please limit your formal submission to no more than 20 pages, to include cover letter and response. In addition, you may include up to two attachments that consist of briefing slides, pre-printed commercial brochures or sales literature. Electronic submissions are strongly encouraged. All items must be in Microsoft Office or Adobe pdf format.
