Description
I. Introduction and Purpose: This is a ‘Notice for Sources Sought' for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) SubPart 19.5-Set-Asides for Small Business, and, is supplemented with additional information. This is not a solicitation and request for proposals, proposal abstracts, and quotations. This is not an invitation for bids. This Government Issuing Agency and Contracting Office, on behalf of the Government Requiring Agency, seeks to obtain information regarding the availability and capability of all qualified small business sources to successfully meet the Government's requirements described in this notice. II. Small Business Interest: The purpose of this ‘Sources Sought Notice' is to allow any interested and capable small business to identify itself and its capabilities. Thus, the Government is seeking capability statements from capable small businesses including, but not limited to, the following types: 8(a), Veteran-Owned Small Business, Services-Disabled Veteran Owned Small Business, Historically Underutilized Business Zone Small Business, Small Disadvantaged Business, or Women-Owned Small Business. A small business shall use its capability statement to demonstrate that: 1. The small business possesses the capabilities to successfully meet the Government's requirements described in this notice; and, 2. The small business is competitive in terms of quality, delivery, and market prices. Based on the small business responses received, or not received, to this notice, the Government's requirements may be solicited as a 100% or Total Small Business Set-Aside. III. Background and Scope: The Government Requiring Agency needs two liquid chromatography tandem mass spectrometers to support analysis of hundreds of diverse biological matrices collected in our clinical research endeavors. One instrument must be a high-resolution tandem mass spectrometer and the other instrument must be a quadrupole linear ion trap design. These instruments will be used for quantification and qualification studies investigating pharmacokinetics, correlating drug concentrations to observed drug effects, identifying new biomarkers for documenting drug intake and characterizing drug metabolism with both clinical and in vitro hepatocyte samples. IV. Requirement and Need Description: The small business contractor shall demonstrate detailed knowledge, skill and abilities regarding the specification requirements as follows: The small business contractor shall provide the instruments according to the specification requirements as follows: AB SCIEX QTRAP® 6500 System: • Full triple quadrupole mass spectrometer functionality including multiple reaction monitoring (MRM), neutral loss and precursor ion scanning. MRM experiments will be used for detecting and quantitating drugs, drug metabolites and other analytes of interest at low to sub femtogram levels • Full linear acceleration ion trap functionality, including MS/MS (enhanced product ion scanning or EPI) and MS3. This functionality is critical for streamlining the assay development process and for acquiring confirmatory scans that can be matched to entries in drug databases. A library match can be key to defending data in court. • Triple-Trap scanning is unique to the QTRAP technology and will be utilized to provide higher quality data in a shorter amount of time than other mass spectrometers. In this mode, MRM scans are used to detect or quantitate the presence of specific analytes. Once detected, the instrument switches to ion trap mode to perform a high sensitivity MS/MS (EPI) experiment, thus confirming the structure of the compound. Enhanced resolution and MS3 scans can be incorporated into this workflow. A particularly powerful and unique aspect of this workflow is the similar detection limits that can be reached for the EPI and MRM scans, allowing for confirmatory EPI scans to be acquired on virtually any analyte that is detected by MRM. In Triple-Trap mode the 6500 QTRAP is able to scan 100 MRM transitions followed by a precursor scan (500 Da) and a neutral loss scan (500 Da) followed by two Enhanced Product Ion scans in 1.5 seconds. This workflow is unique to QTRAP technology and will provide more comprehensive data sets for casework than any other mass spectrometer. Another application of triple trap scanning will be for the development of new assays that detect new or more specific drugs or drug metabolites. Precursor ion or neutral loss scanning experiments can be used to discover new "candidate" analytes and trap scanning can be used for structural confirmation of the candidates. • Quantitation by MRM3 is only available on QTRAP instruments. MRM3 scans can be applied to complex assays that are subject to interferences from co-eluting compounds or matrix ions. Standard triple quadrupole mass spectrometers do not have MRM3 functionality so are more prone to interferences and therefore are more likely to produce inaccurate or erroneous results. • Enhanced Resolution Scanning: using the linear ion trap the QTRAP can acquire spectra with resolving power (measured FWHM) >9000 in 10s of milliseconds. This functionality will be important during method development for detecting and eliminating interferences and for chemical structure confirmation. No triple quadrupole mass spectrometer has this capability. AB Sciex TripleTOF TM 5600 System: • The 5600+ Triple TOF is a high sensitivity, fast scanning time of flight mass spectrometer which utilizes several of the same technologies as the 6500QTRAP. The patented TurboV ion source and LINAC Collision Cell are common to both instruments. The 5600+ also utilizes the unique Accelerator TOF Analyzer which benefits from high acceleration voltage and a 40GHz multichannel TDC detector. V. Response: Any interested and capable small business shall submit its capabilities statement tailored to this ‘Sources Sought Notice'. The capabilities statement shall clearly define the interested small business' capabilities using an Adobe PDF or Microsoft Office document which limited to 15 pages total. Any interested and capable small business shall ensure that its response is accurate, complete, and sufficiently detailed to allow the Government to assess the small business' capabilities. The interested small business' capabilities statement shall include the interested small business' accurate and complete DUNS Number, Legal Business Name, the "Doing Business as Name", Physical Address, Point of Contact Information, applicable North American Industry Classification System Code, and the Type of Small Business. Responses shall be submitted ONLY to Mario.Gray@nih.hhs.gov by the closing date of this ‘Sources Sought Notice'. VI. Legal Considerations: The Government is under no obligation to acknowledge receipt of a response or provide feedback to a response to this ‘Sources Sought Notice". This notice does not obligate the Government to award a contract or order to a respondent to this notice or pay for the information provided by a respondent to this notice. A respondent whom provides proprietary, classified, confidential, or/and sensitive information, does so entirely at its own risk and without the Government being subject to liability. The Government reserves the right to use information provided by any respondent for any purpose the Government deems appropriate and lawful. The Government reserves the right to use information provided by any respondent for any later announcement, notice, synopsis, or/and solicitation.
