- Solicitation Number P13PS00498: The anticipated solicitation for this requirement will be available on FedBizOpps during the week of July 1-5, 2013. PAPER COPIES OF THE ANTICIPATED SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. SB Set-Aside: 100% Set-aside for HUBZone contractors (see FAR 19.13). National Park Service Northeast Region (NER) Road and Trail Construction, Maintenance & Repair: The National Park Service has multiple, ongoing requirements for road and trail construction, maintenance and repair at multiple locations throughout New York, New Jersey, Pennsylvania, Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, and Connecticut. These projects consist of a variety of road, trail, and bridge construction, maintenance, and repair projects which may include, but are not limited to the following: earthwork; demolition/obliteration; asphaltic concrete and Portland cement concrete paving; pavement treatments such as chip seals and slurry seals; curbing; striping; signage; drainage and drainage structures; sidewalks; retaining walls; guardwalls; guardrail; stone masonry; emergency storm repairs; and pedestrian and vehicular bridges. The Government anticipates awarding multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts each for a base year and four one-year option periods, but reserves the right to award no contracts, one contract, or multiple contracts as a result of the anticipated solicitation. Against the anticipated IDIQ contracts, the National Park Service will, in accordance with FAR 16.505(b), provide each anticipated awardee fair opportunity to be considered for firm, fixed-price construction task orders to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the task order projects. Detailed requirements, as well as task order duration, will be set by each task order. In accordance with FAR Subpart 36.204, task orders are anticipated to range from $500K - $3M. The NAICS code for this project is 237310 and the small business size standard is $33.5M. This procurement is subject to, among others, the provisions of Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. One or more of the items under this acquisition is subject to Free Trade Agreements (applies to task orders valued between $25K and $202K). This is a pre-solicitation notice, and no response is due at this time. Proposals will be due approximately 30 days following issuance of the anticipated solicitation.
