Description
Potential Impact of Reduced U.S. Petroleum Consumption or Imports on U.S. Military Spending This is a combined synopsis/solicitation that was originally issued as a Sole Source 8(a) solicitation and is now being issued as a Competitive 8(a) Set Aside for services in accordance with the procedures in FAR 19.8. The solicitation number for this procurement is DTNH22-13-R-00726 and is issued as a request for proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66. The North American Industry Classification System (NAICS) code associated with this procurement is 541690. The small business size standard is $14.0 Million. The U. S. Department of Transportation, National Highway Traffic Safety Administration (DOT/NHTSA) and the Office of Applied Vehicle Safety Research intends to award a Time and Materials (T &M) Contract. NHTSA primary objective of this study is to identify conditions under which incremental reductions in U.S. oil consumption would lead to measurable reductions in U.S. military spending. The conditions should explicitly identify levels of U.S. consumption of domestic and imported oil, the magnitude of changes in those levels necessary to induce reductions in U.S. military expenditures, and should incorporate the actions and responses of other international influences (e.g. oil exporting countries, net importing countries, high global demand countries). The Contractor shall be in close and frequent contact with the NHTSA Contracting Officer's Technical Representative (COTR) and other relevant NHTSA and USDOT Volpe Center staff discuss such issues as work accomplished to date and progress on specific contract requirements or on specific points of analysis. Additionally, it may be necessary for the Contractor to send personnel to NHTSA as needed to facilitate communication or attend meetings. The Contractor shall expect frequent contact with the COTR during performance of this contract, the Contractor may be required to review and analyze certain documents that contain confidential business or otherwise-protected information. Therefore, the Contractor must agree to abide by agency policy in handling, sharing, and disposing of these documents as required by federal regulation, including signing written agreements regarding the handling and disposal of documents containing such information. Under a Time and Material contract, the Government will obtain professional and technical services.
