Other Applicable Clauses and Provisions SF18 and Bid Schedule DOL Wage Determination 2005-2017 Statement of Work COMBINED SYNOPSIS/SOLICITATION Top End Overhaul of #1 and #2 Diesel Engines on NOAA Ship OSCAR DYSON at Kodiak, AK (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ) and has been assigned Solicitation Number AB-133M-13-RQ-0516. The Government intends to award a firm-fixed-price contract based on its selection of the offer that represents the best value to the Government. (III) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-68, effective 26 June 2013. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 333618, Other Engine Equipment Manufacturing. The small business size standard is 1,000 employees. (V) For a list of commercial services and items being purchased for this requirement, refer to Attachment 1, Standard Form 18 and Bid Schedule. (VI) For a description of the requirements associated with this acquisition, refer to Attachment 2, Statement of Work. Attachment 3 provides the applicable Department of Labor Wage Rates (Wage Determination No. 2005-2017, Revision No. 17, Date of Revision 19 June 2013), which may also be found at www.wdol.gov. (VII) Period of performance shall be the following port and date range combination: Port: Kodiak, AK Ship Arrival/Period of Performance Start Date: Fri., 09 August 2013 Ship Departure/Period of Performance End Date: Wed., 14 August 2013 Total Calendar Days (including arrival/departure): 6 (VIII) FAR 52.212-1, Instructions to Offerors - Commercial Items (Feb 2012), applies to this acquisition. The offeror will submit a quote for the items referred to in Section (V) and listed in Attachment 1, Standard Form 18 and Bid Schedule. NOTICE TO OFFERORS: Instructions for submitting quotations under this Request for Quote (RFQ) solicitation must be followed exactly as written. Offerors who fail to provide all specified information may be considered non-responsive. Quotes from offerors who have been deemed non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. ***All vendors doing business with the Government are required to be registered with the System for Award Management (SAM), at www.sam.gov, which replaces the CCR and ORCA systems formerly used for this purpose. NO award can be made unless the vendor is registered in SAM. *** In order to register in SAM and be eligible to receive an award from this acquisition office, all vendors must first have a Data Universal Numbering System (DUNS) number issued by Dun & Bradstreet, Inc. Vendors may obtain a DUNS number free of charge by visiting http://fedgov.dnb.com/webform or by calling the Dun & Bradstreet Customer Resource Center at (800) 333-0505. Offerors are further instructed to: 1. Submit quotes and all other requested documentation along with a completed Standard Form (SF) 18. That includes providing all of the information requested in Sections 13 through 16 of the SF 18. 2. Submit quotes to the office identified in this solicitation, at or before the specified date and time. Electronically-sent quotes are preferable and may be emailed to Keith Fowler, Contract Specialist, at keith.fowler@noaa.gov or faxed to his attention at (206) 526-6025. 3. Provide, at a minimum, the following additional information: a. Name, telephone number, and email address of your designated Point-of-Contact. b. DUNS number for your company. 4. Respond to all evaluation factors listed in Section (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), for this solicitation. 5. Complete and return the Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under Any Federal Law (Class Deviation) (March 2012) with your quote. (For details, see Attachment 4, Other Applicable Provisions and Clauses.) 6. Formally acknowledge each amendment to this solicitation, if applicable, by completing the appropriate sections on the corresponding Standard Form 30, Amendment of Solicitation/ Modification of Contract (i.e., Block 8 and Blocks 15A through 15C). Site Visit: Given the vessel's inaccessibility due to being at sea and the engine manufacturer's well-documented procedures for performing the specified maintenance, no site visit will be conducted in conjunction with this solicitation. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Offers will be evaluated based on the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Ability to provide one or more technicians who are certified by Caterpillar, Inc. to work on Caterpillar 3500 series engines; 2. Offeror's documented experience in providing overhauls of Caterpillar 3500 series engines within the past five (5) years, to include tasks that were identical or substantially similar to those set forth in the Statement of Work for this procurement. Documentation shall include a list of previous projects, their respective dollar values and start/end dates, and additional remarks in sufficient detail for the technical evaluation board to determine the relevance and complexity of the work performed; 3. Past Performance (provide the names, phone numbers, and email addresses of at least two (2) references for whom work of an identical or substantially similar nature was performed and who can attest to the offeror's responsiveness, quality of work, and level of customer service); 4. Price. Technical and past performance, when combined, are more important than price. Evaluation factors are listed in descending order of importance. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Dec 2012), with its quote. The offeror shall complete the annual representations and certifications electronically at the System for Award Management website (www.sam.gov). (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Jun 2013) applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jan 2013) also applies to this acquisition. (XIII) For a list of additional FAR and Department of Commerce provisions and clauses that apply to this acquisition, refer to Attachment 4, Other Applicable Provisions & Clauses. (XIV) Defense Priorities and Allocations System (DPAS) and assigned rating do not apply to this acquisition. (XV) Quotes are required to be received in the contracting office no later than 5:00 p.m. Pacific Daylight Time on July 11, 2013.
