Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will be issued. The Department of Agriculture, National Agricultural Statistics Service in Washington, DC has a requirement for Managed Cellular Access Site Survey. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-68 effective 26 June 2013. The complete text of any of the clauses and provisions are available electronically from the following site: http://www.acquisition.gov/far. This is a Request for Quotation (RFQ) and the solicitation number is SDT645793. The associated NAICS code is 517210. This will be a firm fixed price award. Place of Performance: 1400 Independence Ave., S.W., Washington, DC Statement of Work: 1. INTRODUCTION/BACKGROUND The National Agricultural Statistics Service (NASS) is one of the primary suppliers of statistics covering U.S. agriculture. NASS conducts hundreds of surveys and the Census of Agriculture, and prepares reports covering virtually every facet of U.S. agriculture -- production and supplies of food and fiber, prices paid and received by farmers, farm labor and wages. In addition, NASS' various Field Offices (FO's) publish data about many of the same topics for local audiences. NASS publications cover a wide range of subjects, from traditional crops, such as corn and wheat, to specialties, such as mushrooms and flowers; from calves born to hogs slaughtered; from agricultural prices to land in farms. Protection of information assets and maintaining the availability, integrity, and confidentiality of NASS information technology systems and telecommunications resources are vital in meeting the Agency's program delivery requirements. Information security has emerged as a top priority for the Department of Agriculture. As technology has enhanced the ability to share information instantaneously between computers and networks, it has also made NASS more vulnerable to a wider family of threats including rogue wireless networks within its network environment that could potentially disrupt its vital operations. 2. OBJECTIVE The objective of this requirement is to obtain expert consulting in helping NASS determine its ability to implement managed cellular access in its environment. 3. SCOPE OF WORK NASS needs the following tasks performed: • Facility assessment and equipment installation identification, facility requirements • RF measurement and collection for commercial wireless operators covering facility • RF study/plan for each commercial technology and frequency band • Site-Survey proposal document • Post site survey iNAC quotation 4. KEY DELIVERABLES At the end of the engagement, the contractor will deliver the final assessment report to include all details found from the on-site assessment. 5. PERFORMANCE REQUIREMENTS Required Service Standard Acceptable Quality Level Method of Surveillance Quality Contractor shall meet all acceptance criteria 100% for deliverables specified in the performance statement of work Same as standard 100% Project Manager (PM) will validate per deliverable Timeliness Contractor shall submit on time 100% of the time for deliverables in accordance with requirements established for each task Same as standard 100% on time PM will validate per reporting period and deliverable milestone Personnel Contractor shall meet all 100% contract personnel requirements specified in the performance statement of work Same as standard 100% PM will validate when resumes are submitted to ensure appropriate skill sets and labor mix are proposed for the job Reporting Contractor shall provide at a minimum, a weekly report to reflect accomplishments, scheduling, and coordination efforts to the PM. Same as standard PM will validate per submission 100% of the time 6. SECURITY AND PRIVACY The use of any information that is subject to the Privacy Act will be utilized in complete accordance with all rules of conduct as applicable to Privacy Act Information. Security Classification The preparation of the deliverables in this contract will be completed at a Sensitive but Unclassified (SBU) level. All deliverables shall fall under Exemption number two under FOIA, and no contractor copyright of deliverables shall be authorized. Certifications Not to Disclose Information In addition to the requirements of this order, the contractor agrees by performing this effort that all associated personnel, both prime and subcontractor, agree not to disclose any data or information related to this effort without the prior approval of the Program Manager (PM). This certification should be incorporated into the contractor's proposal and be signed by all personnel performing under this effort. Contractors may also be required to sign Non-disclosure Agreements (NDA). 7. INSPECTION AND ACCEPTANCE Work and work schedules will be cooperative efforts between the Program Manager (PM) and the contractor. The Government shall review deliverables for conformance with this statement of work and all referenced documents for completeness and accuracy. The Government will provide comments to the contractor within three working days after receipt of a draft deliverable. The contractor will provide corrections and deliver a revised deliverable within three working days of Government comments. For the purpose of this statement of work, workdays do not include weekends and Federal holidays. Contractor shall document any open issues, possible problems, or any other items that could hinder the performance of the project along with deliverables. Furthermore, resolutions to known problems or foreseen problems/issues shall be included in all deliverables submitted. Any open issues that need to be addressed shall be included and communicated to the Government once they are known for possible resolution. 8. PLACE OF PERFORMANCE All work will be conducted at the USDA NASS Headquarters at 1400 Independence Ave., S.W., Washington, DC, 20250. The contractor shall identify in their proposal if any work is proposed off-site. 9. TYPE OF CONTRACT This is a Firm Fixed Price type order, including all labor and equipment. It is expected that the contractor understands the level of effort, expertise, and equipment required for this effort. Other direct costs may be incurred in coordination with the PM during performance of this order. The contractor shall propose labor and equipment costs, travel, and delivery dates of the deliverables mentioned in this SOW. All equipment must cost less than or equal to prices offered on an appropriate GSA price schedule. The proposal must refer to the GSA schedule pricelists upon which the equipment prices are based. 10. Proposals may be submitted in contractor format and shall include: (1) Company name, address, telephone number, e-mail address, and FAX number; (2) Solicitation number; (3) Contractor DUNS Number and Commercial and Government Entity (CAGE) Code, and Tax Identification Number (4) Signed acknowledgements of amendments (applicable only if any amendments are issued against this solicitation) 2. Contractors are required to include a copy of the FAR provision 52.212-3-Offeror Representations and Certifications-Commercial Items. Failure to include the certifications along with the price quote or to complete the certifications on the internet may result in elimination from consideration for possible award. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-20. In accordance with 12.603(c)(2)(xii), the following FAR clauses are incorporated in this notice and any resultant contract through clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JAN 2013): 52.222-50, 52.233-3 and 52.233-4,.
