- The United States Department of Transportation, Federal Railroad Administration (FRA), Office of Acquisition Services, under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a modification to Purchase Order No. DTFR53-13-P-00144 with Daniel L. Stufflebeam (DBA Educational Research Services) of Kalamazoo, MI for additional support services for the development of an FRA R&D program evaluation capacity building strategy, including an Evaluation Implementation Plan. The additional services include: drafting a set of evaluation standards tailored to the needs of FRA's Office of Research and Development (ORD); defining evaluation roles for ORD personnel; conducting formative and summative meta-evaluations of two pilot test evaluations; developing an organizational brochure on ORD's evaluation approach; developing a checklist and guidelines for organizing and engaging a stakeholder review panel; designing R&D program utilization studies; and developing lessons learned document(s) for institutionalizing and mainstreaming systematic evaluation for ORD by publishing papers, articles, and monographs. The justification is as follows. Mr. Stufflebeam is the creator of the Context Input Process and Product (CIPP) model. FRA has utilized the CIPP model for over a decade and has customized the model for FRA purposes. FRA is in the process of formalizing its customized model for broad application across all of ORD. Mr. Stufflebeam has assisted and is currently assisting FRA with this customization of his CIPP model. The additional work will supplement the work currently being performed. Mr. Stufflebeam is uniquely qualified to continue this support with this model formalization process as it is based on his model and as he has played a significant support role in customizing his model for ORD on current and preceding contracts. Furthermore, Mr. Stufflebeam has international expertise in evaluation, particularly evaluation capacity building. Mr. Stufflebeam was the Director of the Evaluation Center at the Western Michigan University (WMU) for 39 years, making significant scientific contributions to the field of evaluation. He has conducted evaluations in areas that included education, community development, economic development, housing, military personnel evaluation, state and national assessment; lectured and consulted in more than twenty countries and advised and assisted many organizations in the United States and abroad, helping found the American Evaluation Association (AEA). He has authorized numerous journal articles and authored and co-edited several books on the subject. Mr. Stufflbeam has received many recognitions for this work. Consequently, Mr. Stufflebeam is the only known source that can perform the evaluation services as required. His experience and expertise make his company the only source reasonably available to perform these services. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE.
