The Pre-Solicitation for this requirement was posted under Pre-Solicitation Notice # HC1047-13-R-4022 "Senior Leadership Command, Control and Communications Systems (SLC3S) Engineering, Test, and Evaluation Support." The name has since changed to Joint System Engineering and Integration Office (JSEIO) Support Services. Attachment 12 is available to interested parties via the Non-FBO Solicitation feature in FedBizOpps. This RFP attachment is access controlled and interested parties must be on the Authorized Parties List to view the attachments. Please refer to the following link in order to request access and view the attachment cited below: https://www.fbo.gov/fedteds/HC104713R4030 The purpose of this contract is to obtain non-personal professional support services for DISA's Strategic National Programs Division, SLC3S Engineering Branch, (Code NSE42), which provides the operational engineering and maintenance support expertise to ensure that the baseline configuration, upgrades, integration, and test and evaluation of SLC3S assets and travel team components provide the President of the United States (POTUS), Secretary of Defense (SECDEF), Secretary of State (SECSTATE), the Combatant Commanders (COCOMS), the Chairman of the Joint Chiefs of Staff (CJCS), and other SLC3S principals with the necessary emergency messaging, situational awareness, crisis action, and operational capabilities to fulfill mission requirements. Specific service elements for this requirement include, but are not limited to systems engineering, technical assistance, and engineering, laboratory and/or field test and evaluation (ET&E) support of mission communications systems, support elements, travel teams, and communication initiatives that support SLC3S. To ensure that the SLC3S assets, and the executive travel support teams satisfy the complex, demanding, and dynamic set of operational requirements, it is necessary that: (1) implementation support is provided to ensure that support personnel are prepared to integrate new or upgraded systems and that a smooth transition to new systems is achieved, (2) tests be conducted and the results evaluated to verify that current and future system improvements/capabilities actually satisfy operational requirements, and (3) engineering assistance is provided to the SLC3S program offices and the Service operation and maintenance agencies to resolve operational problems encountered with SLC3S communications and information processing system interfaces with ground- and space- based communications networks. NAICS Code 541330 "Engineering Services" is used for this project. The size standard is $14.0 million. All firms or individuals responding must be registered with the Systems for Award Management (SAM) and have a Commercial And Government Entity code (CAGE Code). All responsive offerors will be considered by the agency. The contract is intended to be awarded with a base period (estimated: 1 March 2014 through 28 February 2015) and four (4) additional one-year option periods. The awarded contract will be a single award IDIQ with cost-plus fixed fee and firm-fixed price Contract Line Items Numbers (CLINs). The solicitation will be issued on or about 2 July 2013. This solicitation will only be available on the internet at the following address: www.fbo.gov under the above mentioned solicitation number. The Contracting Officer for this project is Michael D. Jackson. This procurement is based on full and open competition. There is no geographical restriction on this competitive requirement.
