Description
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101 requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The statutory authority for this sole-source procurement is FAR 13.501(a)(1)(ii). The United States Navy's Military Sealift Command (MSC) Norfolk, intends to issue multiple-award, firm fixed price, IDIQ Contracts to provide all material, equipment and labor to accomplish inspections, tests, adjustments, and repairs services for the elevators, conveyors, dumbwaiters, cargo lifts, ammunition hoists, and helicopter lifts onboard the ships assigned to MSC Norfolk. The elevators and other equipment shall be inspected, certified, and repaired onboard the vessel by the contractor. The contractor must comply with the listed regulatory guidance in performance of the inspections and certifications for the shipboard elevators, conveyors, dumbwaiters, cargo lifts, ammunition hoists, and helicopter lifts. Contractors will be required to inspect and certify the equipment safe for operations in accordance with applicable rules (ASME for personnel elevators, NSTM or ASME for other elevators or lifts). While OEM representation or involvement at an inspection, certification or repair is not required, successful offerors may find a need for OEM technical expertise or material support and should be ready and able to provide the same It should be noted that MSC Vessels have short in-port periods to cover the services as required and therefore timing for inspections, repairs and certification from ABS and/or USCG must be arranged accordingly and with coordination with the Principle Port Engineer for each vessel. CONTRACTOR SHALL COMPLY WITH requirements of: ABS Certification for Lifting Appliances (2007) as it replaces the ABS Guide for Construction of Shipboard Elevators (1993), National Fire Protection Association (NFPA) standards; Occupational Safety and Health Act (OSHA), ANSI Standards, Code of Federal Regulations (CFR), American Society for Testing and Materials (ASTM), American Society of Mechanical Engineers (ASME), Americans with Disabilities Act (ADA), MIL SPEC, FED STD, and applicable United States Coast Guard Safety Regulations. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested. Written responses to this synopsis shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. MSC will not be responsible for any costs incurred by interested parties in responding to this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
