Description
SUBJECT: Unaccompanied Enlisted Personnel Housing at Fort Sam Houston, Texas. This project consists of constructing a standard design 80,600 Sq Ft barracks to accommodate 216 enlisted soldiers. Primary facilities include the barracks, historical architectural features, mass notification systems, building information systems, fire detection system, special foundations and an energy monitoring control system, (EMCS), connection. Sustainability/Energy measures will be provided. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walk, curbs and gutters, storm drainage, information systems, landscaping and signage. Heating and air conditioning will be provided by self-contained systems for an estimated capacity of 264 tons. /measures in accordance with the Department of Defense minimum Anti-Terrorism building standards will be provided. Comprehensive building and furnishings related to interior design services are required. Access for individuals with disabilities will be provided. Facilities will be designed to a minimum life of 50 years and energy efficiencies meeting on average the American Society of Heating, Refrigerating and Air Conditioning Engineers, (ASHRAE) 189.1. The project site is within the Historic Landmark District and will require certain historic architectural features. This Design-Build Construction contract will be procured through a Two-Phase Request for Proposal, (RFP), process and is a 100% small business set-aside. Any contract award will be based on quote mark Best Value quote mark to the Government which may or may not be the lowest prices offered. The estimated contract duration is approximately 18 months. The magnitude of construction is between $10,000,000.00 and $25,000,000.00. Firm-fixed price type contracts are anticipated to be awarded using Best Value evaluation criteria. The first phase of the solicitation, (W9126G-13-R-0104), is anticipated to be issued on or about 12 June 2013 and offers will be due on or about 12 July 2013 for phase one proposals. Phase Two proposals are anticipated to be issued on or about 2 August 2013 with receipt of proposal due 1 September 2013.. No public bid opening procedures are applicable to this solicitation. Anticipated award date is 30 September 2013. Anticipated project completion date is 31 March 2015. FAR 52.219-14, Limitations on Subcontracting applies. The small business successful offeror(s) are required to perform at least 15 percent of the final cost of the contract, not including the cost of materials, with its own employees. The 2002 North American Industrial Classification System (NAICS) code applicable to this project is 236220. SIC is 1522. The Product Service Code is Y1FC. The Small Business Size Standard is $33.5 Million. After solicitation issuance, contractors may view and/or download this solicitation and all amendments From FedBizOps at the following internet address: www.fbo.gov. Plans and specifications will not be made available in paper format or on compact disc. It is the offeror's responsibility to monitor the FedBizOps web site for amendments to the solicitation. You must be registered with the System for Award Management, (SAM), website database to receive a Government contract award. You may register with the SAM at http://www.sam.gov. Plans and specification will not be provided in a hard paper copy format unless the Government determines that it is absolutely necessary. The Government reserves the right to use only the Internet as notification of any amendments to this solicitation. It is the offerors responsibility to view the FEDBIZOPS website daily for amendments to the solicitation. Contractors shall register themselves at this Website under the solicitation number to receive a copy of the solicitation.
