- The USPFO for Oregon intends to issue Invitation for Bid (IFB) W912JV-13-B-0003 for the Repair of Structural Maintenance Shop (SMS) Building 235. The project is located at the Portland Air National Guard Base, Portland, OR. The proposed scope of construction includes the relocation of all equipment, furnishings and materials to another facility during repair operations. Replace roof, gutters and downspouts; interior walls and partitions; repair all exterior doors, frames, re-skin and insulate exterior walls/roof; all windows and frames; repair all mechanical and electrical systems and other utilities, lines and conduits; refinish concrete floor. Reinstall all furnishings, equipment, and materials into remodeled facility. Install a fire alarm/protection system and Direct Digital Control (DDC) system. The estimated range of construction is $500,000.00 - $1,000,000.00. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $33.5 million average annual revenue averaged over the previous three years. All responsible firms may submit an offer. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states quote mark By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees quote mark applies to this project. The solicitation documents should be available on or about July 23, 2013. A Pre-bid conference and site visit is tentatively scheduled for August 7, 2013 at the Portland Air National Guard Base, 6801 Cornfoot Road, Portland, OR 97218 at 10:00 AM local time. Details for registering for the conferences will be available in the solicitation Section 00100. Interested contractors are encouraged to attend and should register in accordance with the requirements to be provided in the solicitation. Information for entrance into the facility will be provided in the solicitation. Attendees to the pre-proposal conference are cautioned not to get lost or be late. The Government will not wait for anyone and their will not be other pre-proposal conferences scheduled. The bid opening date is scheduled for 1400 hrs (2:00 pm) local time August 29, 2013. Actual dates and times will be identified in the solicitation Effective May 29, 2012 Government systems such as CCR and ORCA (on-line representations and certifications) are migrating to in System for Award Management (SAM). The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 15 business days. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the FedBizOpps home page and search for data.
