- The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to procure a maximum quantity of sixty (60) each Neuro Logic Systems, Inc (Neuro Logic) 19" 3U Display with 3 LCD (P/N: USB RFT2-3LH-19-USB-DVI-26R) and a maximum quantity of sixty (60) each Neuro Logic 19" 2U Display with 2 LCD; (P/N: USB RFT2-2L-19-26R) under a limited source competitive procurement for Neuro Logic brand equipment under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1. These Display Units are components of the existing Tactical Intelligence Surveillance & Reconnaissance Processing Exploitation & Dissemination System (TIPS) which will deploy in support of fielded unmanned systems at multiple United States Marine Corps and United States Air Force deployed locations and onboard multiple United States Navy ships. The Neuro Logic displays are rack mounted Liquid Crystal Displays (LCD) and are the only dual and triple monitor systems to meet shipboard shock and vibration testing requirements. No other companies have been identified that can manufacture a ruggedized, rack-mounted LCD display system that meets the tactical footprint requirements for the TIPS; 2U for 2-LCD units and 3U for 3-LCD units along with the 2-LCD unit must extend vertically. Neuro Logic is the only known source who can provide the display units capable of meeting all program requirements. Neuro Logic is the sole manufactuer of the required display units. The solicitation will be open to the Original Equipment Manufacturer and authorized Neuro Logic distributors only. As a result of the solicitation, NAWCAD Lakehurst intends to award one (1) fixed price Indefinite Delivery Indefinite Quantity contract for a three year period. Award will be based on a determination of "Lowest Price Technically Acceptable". The solicitation and applicable attachments, when available, will be posted to www.FedBid.com. The Government will be conducting an online competitive reverse auction for this action, which is being facilitated by the third-party reverse auction provider, FedBid, Inc. Contractors are advised that they must check www.FedBid.com for the most current documents pertaining to this solicitation. Hard copies of the solicitation and amendments WILL NOT be mailed to the contractors. All responsible Offerors that respond to this solicitation MUST submit their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data, or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
