- Description
- NASA/GSFC has a requirement for the services of a consultant to provide technical advice on the Global Precipitation Measurement (GPM) project. NASA/GSFC intends to purchase the services from Mr. Clyde Woodall, pursuant to FAR 13. 106, for the acquisition of supplies or services determined to be reasonably available from only one known source. The consultant will provide advice and prepare documentation in the following areas: LV ICD. DPRs accommodation on GPM spacecraft. Impact of piggybacks on GPM spacecraft. Preparation of transportation of GPM spacecraft and all necessary equipment to support GPM launch. The consultants expertise in the above areas must be recognized as accurate and reliable that is based on actual experience from working with JAXA and MHI on DPR, LV on TRMM and GPM missions. The consultant performing these functions should be a senior engineer with a minimum of 12 years experience. TRMM is the predecessor Project to GPM, and like GPM also involved an instrument provided by the Japanese Aerospace Exploration Agency (JAXA) and a launch from the Tanegashima Space Center (TnSC). The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 18, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
