- Disclaimer REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997): (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation, (b) Although quote mark proposal quote mark and quote mark offeror quote mark are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal, (c) This solicitation is issued for the purpose of researching Higher Operating Temperature (HOT) Integrated Detector Dewar Micro Cooler Assembly (IDDMCA) technologies that can be used to meet the sensing capabilities and form factor for missile seekers and command guidance applications. This is part of a technology survey to assist in the planning of possible future programs and is for information purposes only. Informal or white paper responses are encouraged. This notice does not constitute an invitation for bids or a request for proposal, and it is not a commitment by the US Army to procure products or services. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION (RFI) OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. However, respondents to this RFI will not be excluded from consideration for separate contract services ancillary to this research and development program or for contract participation in any potential follow-on development activity. No award is intended as a result of this RFI. Information submitted in response to this RFI is submitted at no cost to the Government and will not be returned. Background Pursuant to Federal Acquisition Regulation (FAR) 15.201, this notice is being issued as a research and development RFI. The US Army Research, Development and Engineering Command (RDECOM), Aviation and Missile Research, Development, and Engineering Center (AMRDEC), Weapons Development and Integration Directorate, Redstone Arsenal, AL, on behalf of the US Army, desires to obtain information to serve as a market survey to aid in programmatic planning on cooled HOT infrared (IR) imaging camera cores and the associated Micro Cryogenic Coolers (MCC) for missile and command-guided applications solutions. Information received will be used to refine ongoing performance and cost assessments associated with these applications. The Government does not presently intend to award a contract, but desires information on HOT IR camera cores and associated MCCs with supporting core electronics to produce digital imagery. All information supplied in a response to this RFI should represent current production capabilities and near term (1-5 years out) projected products. This effort will afford the Army the capability for employing smaller, lighter, and cheaper imaging infrared missile seekers and command guidance weapons. Subject The purpose of this RFI is to seek information on current and near term (1-5 years out) IDDMCA technologies that can be used to meet the sensing capabilities and form factor for missile seekers and command guidance applications. Description The Army is interested in pursuing infrared imaging technologies that are smaller, lighter, and cheaper than current technologies being employed. AMRDEC is not only concerned with current production capabilities but also the longevity of these capabilities. Any information related to current production in support of on-going products/programs would be beneficial. Since these technologies are being considered for portable applications and must be battery powered, the associated Size, Weight, and Power (SWaP) are also a concern. The required and desired capabilities are described in the paragraph below and the attached capabilities document. All responses should strive to meet or exceed these capabilities and describe in detail any rationale why certain criteria cannot be met or would prove to be cost prohibitive. In general, closed-cycle cooling configurations that can operate for moderate or indefinite ( greater than 1 minutes to hours, continuous) mission times that maintain an IR Focal Plane Array (FPA) within an IDDMCA at a preset operating temperature are of interest. Closed-cycle devices that operate above 120K are of specific interest. Open-cycle cooler configurations are also of interest for shorter mission timelines (e.g., less than 1 minute lifetimes with rapid cooldown) applicable, for example, to expendable seeker FPA cooling. Net cooling loads of interest are in the range of 200mW to 1W, with primary focus in the 200-500mW application area of small and moderate sized IR FPAs. Capabilities See the attached capabilities document. Response Format Interested parties should provide responses using the attached Excel format for ease of documentation and comparison. When necessary, provide detailed descriptions, rationale, drawings, graphs, or other useful information that would assist AMRDEC in evaluating the RFI. Adding additional columns for any variations in performance/cost or different products that might be of interest to the Government is allowed. The Government requests that the respondents deliver three (3) hard copies and one electronic soft copy on CD or DVD to Christopher Dobbins No Later Than (NLT) 1500 hours Central Standard Time (CST), Wednesday 31 July 2013. Responses to this request for information may NOT be submitted via facsimile or by electronic means such as e-mail; any so sent will be disregarded. Acknowledgement of receipt will be issued if request for return receipt is included with the response. All information submitted will be adequately safeguarded from unauthorized disclosure in accordance with FAR Part 15.207. All submissions must be clearly marked with the following caption: Releasable to Government Agencies for Evaluation Purposes Only. The Government reserves the right to request further clarification to enhance the Government's understanding of the respondent's submittal. Responses that fail to comply with the above instructions, or present ideas not pertinent to subject, may not be reviewed. RFI RESPONSES WILL BE ACCEPTED FROM UNITED STATES COMPANIES AND ORGANIZATIONS ONLY. FOREIGN PARTICIPATION IS NOT AUTHORIZED DURING THIS EFFORT, US CITIZENS ONLY. As a condition of responding to this RFI, it is a requirement that potential responders be a US based company that employs US citizens that can work on this effort.
