- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation W911SR-13-T-0007 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-66. The Government intends a single award, Firm Fixed Price contract for the laboratory supplies identified in attachment 1 titled quote mark Pricing Sheet quote mark. This solicitation is issued on a full and open competition basis and is not set aside for small business. Offerors are required to provide a copy of their representation and certifications as required by FAR clause 52.212-3 and DFARS 252.212-7000. The NAICS code for this solicitation is 423490 and the size standard is 100 employees. This solicitation is issued on a brand name or equal basis and the brand names being solicited are described in attachment 1, quote mark Pricing Sheet quote mark. DESCRIPTION OF ITEMS/STATEMENT OF WORK Contract Line Item Numbers (CLINs): 0001 - Laboratory Supplies Qty - Two (2) Lots Note: Each lot consists of 89 different types of items in varying quantities. Attachment 1, quote mark Pricing Sheet quote mark provides a detailed description the items and quantities that comprise this lot. Each lot should be delivered in its entirety. (Option) 0002 - Laboratory Supplies Qty - One (1) Lot Note: Each lot consists of 89 different types of items in varying quantities. Attachment 1 quote mark Pricing Sheet quote mark provides a detailed description the items and quantities that comprise this lot. Each lot should be delivered in its entirety. Shipping/Packaging: Contractor shall utilize standard commercial packaging. FOB is Destination to: U.S. Army RDECOM RDCB-DEE 4301 Otto Rd. APG, MD 21010 ATTN: Jason Adamek Inspection/Acceptance: Inspection and Acceptance will be at Destination and is limited to kind, count, and condition. In an effort to ensure processing of inspection/acceptance in a timely manner the contractor shall deliver the lots identified above in their entirety. Delivery Schedule: All items have a required delivery schedule of 4 weeks after contract award. The delivery requirements for option CLIN 0002 will be 4 weeks after exercise of option. PROVISIONS AND CLAUSES 52.204-7 Central Contractor Registration 52.211-6 Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as quote mark brand name or equal, quote mark the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that quote mark equal quote mark products must meet are specified in the solicitation. (b) To be considered for award, offers of quote mark equal quote mark products, including quote mark equal quote mark products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate quote mark equal quote mark products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. The Contracting Officer may exercise the options under CLINs 0002 by written notice to the Contractor within six (6) months of contract award. The total price will automatically calculate for each line item. The total price for CLIN 0001 indicated in the quote mark Total Evaluated Price CLIN 001 (2 Lots) quote mark box will be calculated by multiplying the quote mark Total Price of Laboratory Supplies quote mark amount by two. 7.Instructions 1 thru 5 must be followed for both the quote mark CLIN 0001 quote mark and quote mark Option CLIN 0002 quote mark worksheets All unit prices proposed shall be binding. Award will be made to the offeror whose proposal provides all of the items identified above and represents the lowest total evaluated price. The total evaluated price will be based on adding the total price for the base requirement (CLIN 0001) to the total price for the option (CLIN 0002). Offerors failing to submit unit prices for all line items shall be considered non-responsive and their quote shall be evaluated as unacceptable. Offerors proposing equivalent items that do not provide supporting documentation in accordance with FAR 52.211-6 shall be considered non-responsive and the quote evaluated as unacceptable. The Government will use the worksheet titled quote mark Summary - Evaluated Price quote mark to evaluate final prices. The Government anticipates utilizing price analysis in accordance with FAR 15.404-1(b) in determining the proposed prices fair and reasonable. The Government reserves the right to request other than cost and pricing data and conduct cost analysis should it be needed to determine the proposed price fair and reasonable.
