- The US Environmental Protection Agency (EPA), Region 2, intends to negotiate on a Sole Source basis, under the authority of FAR 6-302-1, only one responsible source, with HDR HydroQual for the purpose of transferring copies of HDR HydroQual's current System-Wide Eutrophication models (SWEM); the System-Wide Pathogen Models (PATH); and the Contamination Assessment and Reduction Project (CARP) computer models of the NY/NJ Harbor Estuary Program (HEP) onto USB Drives to EPA for use by the EPA and fellow stakeholders for developing total maximum daily loads (TMDL). HDR HydroQual developed these hydrodynamic/water quality models for the HEP. These contractor-based models serve as the tools to develop TMDL targets needed to address water quality impairments and evolve conventional methods of water quality modeling. The intent of this requisition is to procure labor and USB drives to accomplish the transmittal of HDR HydroQual's model codes and executables described above that comprise the various final products of the modeling work. This notice is not a request for competitive proposals. However, any firm believing it capable of meeting EPA's requirements may submit technical documentation to establish the potential of complying with the requirements. Documentation must be submitted to the point of contact within 15 calendar days of the posting of this notice. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
