- Appraisal Specifications area 3 wage determination area 2 wage determination area 1 wage determination Statement of Work soil drainage map SF 1449 with clauses Area maps This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This announcement constitutes the only solicitation; proposals are being requested. The USDA, Natural Resources Conservation Service (NRCS) in Michigan has a requirement for a market analysis of sale prices of properties potentially eligible for USDA-NRCS easement programs and is seeking an independent real estate professional such as an agent, broker, or appraiser licensed and registered in Michigan to complete a market analysis of agricultural land sales in each Michigan County. The independent real estate professional shall be experienced and knowledgeable of the dynamics of agricultural land sales within Michigan. All work shall be completed in accordance with the Market Analysis Scope of Work. The market analysis will be based on a composite of comparable sales within each Michigan County. The Government anticipates award of a firm-fixed price contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. Multiple awards are possible. This solicitation is a total small business set-aside. The NAICS code is 531320 with a small business size standard of $7.0 M. This solicitation includes provisions and clauses in effect through Federal Acquisition Circular 05-37. These include, but are not limited to (a) 52.212-1, Instructions to Offerors-Commercial; (b) 52.212-3, Offeror Representations and Certifications-Commercial Items, which must be submitted with the offer; (c) 52.212-4, Contract Terms and Conditions-Commercial Items; and (d) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. All contractors must register with the System for Award Management (SAM), formerly CCR, database at www.fsd.gov. The SAM Customer Assistance Center can be contracted toll free at 1-866-606-8220, 8 a.m. to 8 p.m.EST. The first step in registering is to obtain a Data Universal Numbering System (DUNS) number, which is a unique nine-character identification number provided by the commercial company Dun & Bradstreet (D&B). To request a DUNS number call D&B toll free at 1-866-705-5711. Obtaining a DUNS number through this process is free of charge. It behooves anyone who is submitting a quote to begin this process as soon as possible since it can take several days or longer to complete. Failure to register may cause a rejection of your offer.
