- The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source Delivery Order under Basic Ordering Agreement (BOA) N00019-11-G-0001 to The Boeing Company, 6200 J 5 McDonnell Blvd, St. Louis, MO 63134-1939 for the design, development, and delivery of a web service interface allowing authorized users to access, select, and transfer flight files from the F/A-18 Automated Maintenance Environment (AME) to their unclassified client computer in support of Naval Aviation's Military Flight Operations Quality Assurance (MFOQA) program. This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Boeing Company is the Original Equipment Manufacturer and is the sole designer, manufacturer, and supplier of the F/A-18 AME. As such, Boeing is the only contractor that can implement the web service interface in the F/A-18 AME software to support MFOQA requirements. The estimated period of performance is five months. This synopsis is not a Request for Proposals. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. Numbered note 22 applies.
