- Presolicitation Notice: FA8601-13-R-0030 Sources Sought Notice published under Project ZHTV121001 on 15 October 2012 This notice is posted in accordance with FAR 5.2 and 36.213-2. This RESTRICTED ACQUISITION is set aside - 8(a) firms located within the geographical area of the State of Ohio and other 8(a) construction firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code, prior to the closing date of the solicitation. All other 8(a) Business Development Participants are deemed ineligible to submit offers. The NAICS code is 236220 and the Size Standard is $33.5M. In accordance with FAR 4.1102 and DFARS 252.204-7004, Alternate A, System for Award Management (SAM), contractor must be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov. Additionally, prime contractors must be U.S-owned entities. SOLICITATION NUMBER: FA8601-13-R-0030 Project: ZHTV 121001, Multiple Award Construction Contract (MACC) The MACC is an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for design-build and design-bid-build construction projects, which are specific to WPAFB, and applicable to individual task orders. Work will consist of a broad range of maintenance, repair, alteration and/or new construction work on various real property facilities. Type of work the contractor can expect (not inclusive): new construction of buildings and structures; alteration, restoration, and repair of buildings, structures, roads, airfields, ground, roofs; specialty construction; utilities; and miscellaneous services including remediation/hazardous waste removal (i.e. asbestos, lead paint etc.). Contractor efforts may also include design/build from concept to 100% design. The Air Force intends to award five (5) to eight (8) contracts on this effort. Contractors selected for award will form the pool of contractors eligible to compete for individual Task Orders (TO). Each TO will be evaluated based on the terms and conditions of the corresponding solicitation. The contractor shall provide all material, equipment, labor and general conditions to accomplish the work required for each individual TO. Contract Period of Performance: 7 years; Ordering Period 5 years The estimated magnitude of the entire MACC is $100M maximum. The value of individual TO is typically $200K to $5M. However, there is a potential that TOs may be more or less than this range. NOTES: 1. The draft Request for Proposal (RFP), as well as the associated requirement documents, will be available on the World Wide Web on or about 5 August 2013, at http://www.fbo.gov. The tentative date for the release of the official RFP is 10 October 2013. 2. Hard copies of the solicitation will not be provided. You may, however, download and print the file from the web site www.fbo.gov. 3. There is no fee for this solicitation. 4. A registration page will be attached to the web site. You are not required to register as an interested vendor. However, when you register, you will receive notice of any amendments and/or addenda that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the web site for any changes to the solicitation. 5. You shall provide a signed copy of the SF 1442 and acknowledge and/or sign all amendments at the time and place specified in the solicitation for receipt of proposals. There will not be a public opening. Sealed envelopes containing proposals shall be marked to show the offeror's name and address, the solicitation number, and the date and time proposals are due. 6. Contractors shall be capable of securing bonding in the amount of $5M and potentially up to $10M for the MACC. Additionally, Performance and Payment Bonds shall be required up to the full amount of individual TOs. 7. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. 8. "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." This is a WPAFB Construction Contracting (PZIOC) program. The current status is Pre-Solicitation and it is a Category Z - Maintenance, repair, and alteration of real property program.
